Sosyal Belediyecilik Uygulamaları Çerçevesinde Karabük İlinin Kentsel Yaşam Kalitesi Üzerine Bir Araştırma

Abstract

ÖZ Tarihte önemli toplumsal değişimlere neden olan Sanayi Devrimi ve Fransız İhtilali ile birlikte ülkeler, kendi sınırları içerisinde politik, kültürel ve ekonomik adımlar atmaya başlamış ve atmaya devam etmektedirler. Özellikle 2000’li yıllarda devletlerin özelleştirme politikalarına başvurmaları sonucunda, yerel yönetimler sürece dâhil edilmiş ve merkezi yönetimin hazırlamış olduğu politikaların tek uygulayıcıları durumuna gelmişlerdir. Belediyeler, ekonomik önemlerinin yanı sıra toplumun yaşadığı mekânların şekillendirilmesinde gerekli sosyal, kültürel, çevresel vb. hizmetleri sunan kurumlardır. Belediyeler, söz konusu hizmetlerle vatandaşın maddi ve manevi ihtiyaçlarına cevap verebilmek için kentlerde yaşam kalitesini arttırmayı amaçlamaktadırlar. Dolayısıyla bu çalışma belediyelerin sosyal politikalar bağlamında yerine getirmiş oldukları hizmetlerin kentsel yaşam kalitesine ne düzeyde etki ettiğine odaklanmaktadır. Bu çerçevede Karabük Belediyesi’nin sosyal belediyecilik uygulamaları çerçevesinde yerine getirmiş olduğu faaliyetlerin kent ölçeğindeki kalite algısının ne düzeyde olduğu araştırılmıştır. Araştırma sonucunda elde edilen veriler SPSS ile analiz edilmiştir. Analizler neticesinde Karabük belediyesinin imar ve şehircilik hizmetleri, sosyal hizmetleriyle ilgili algının genel olarak orta düzeyde olduğu söylenebilir. Sağlık ve hijyen hizmetleri, kültür ve turizm hizmetleri, ulaşım ve zabıta hizmetleriyle ilgili algının ise genel olarak olumlu olduğu ortaya çıkmıştır. Araştırmada Karabük’te ikamet eden vatandaşların kentsel yaşam kalitesine ilişkin algıları kişisel bilgilerine göre karşılaştırılmıştır. Sonuçlar, Karabük Belediyesi’nin imar ve şehircilik, sosyal hizmetler, sağlık ve hijyen, kültür ve turizm, ulaşım ve zabıta hizmetleriyle ilgili algısının kişisel bilgilere göre anlamlı farklılıklar gösterdiği belirlenmiştir. ABSTRACT With the Industrial Revolution and the French Revolution, which have led to significant social changes in history, countries have begun to take political, cultural and economic steps within their borders and continue to do so. Especially in the 2000s, as a result of the state's application to privatization policies, local governments were included in the process and became the sole implementers of the policies prepared by the central government. One of these local administrations is municipalities. In addition to their economic importance, municipalities have the necessary social, cultural, environmental and other needs in shaping the places where the society lives. services. Municipalities aim to meet the material and spiritual needs of the citizens and improve the quality of life in cities which are worthy of human dignity. Therefore, this study focuses on the extent to which the services provided by municipalities in the context of social policies affect the quality of urban life. In this context, the level of perception of the quality of the activities carried out by the Municipality of Karabük within the framework of social municipalities in the city scale was investigated. The data obtained as a result of the research were analyzed with SPSS. As a result of the analysis, it can be said that the perception of Karabük municipality regarding construction and urban services and social services is generally at a medium level. The perception regarding health and hygiene services, culture and tourism services, transportation and police services turned out to be generally positive. In the study, the perceptions of citizens residing in Karabük regarding the quality of urban life were compared according to their personal information. The results show that the quality perception of Karabük Municipality regarding zoning and urbanism, social services, health and hygiene, culture and tourism, transportation and police services shows significant differences according to personal information.
