SAFRANBOLU TARİHİ TURİZM YAPILARI VE TURİZM ALANLARININ ENGELLİ ERİŞİMİ AÇISINDAN DEĞERLENDİRİLMESİ

Abstract

ÖZET

Çeşitli nedenlerden dolayı ortaya çıkan engellilik kavramı, çok farklı başlıklar altında sınıflandırmaya sahip olup, bu sınıflandırmaların hepsi, ayrı ayrı üzerinde durulması gereken noktalardır. Ülkemizdeki en az bir engeli bulunan bireylerin, toplam nüfusa oranı %6,9 olup; toplumun büyük bir kesimini oluşturan bu kişilerin karşılaştığı zorluklar, toplumun tamamında hassasiyet bilinci oluşturulması gereken bir konudur. Engelli bireylerin, her alanda olması gerektiği gibi, turizm faaliyetlerine de etkin katılımının sağlanması, mekân tasarımcılarının dikkat etmesi gereken bir husustur. Aktif turizm faaliyetleri göz önünde bulundurulduğunda, mimarisi, tarihi değerleri ve doğal özellikleriyle birlikte Safranbolu, saygın bir turizm merkezidir. Kültürel mirastan beslenen bu turizm faaliyetlerinin ise ziyaretçiler ile buluşmasını sağlayan Safranbolu tarihi turizm yapıları ve turizm alanları, oldukça önemli değerlerdir. Engelli-engelsiz tüm bireylere hitap etmesi gereken bu yapı ve alanlar, engelli bireylere tam olarak erişemezken; hareket kısıtlamaları bulunan ortopedik engellilere daha büyük sorunlar teşkil etmektedir. Konuyla ilgili olarak, Safranbolu’da turizm mekânları ile engelli erişiminin kesiştiği bir çalışma ve uygulama görülmemektedir. Bu bağlamda çalışmanın temel amacı, Safranbolu ilçesinde bulunan turizm mekânlarının, TS 12576 ve TS 9111 standartları kapsamında, ortopedik engelli bireyler için ne derecede erişilebilir olduğunu irdelemektir. Ayrıca engelli bireylerin, daha konforlu bir şekilde hareketlerini sağlayacağı mekânların oluşturulması gerektiği bilincine varılarak; Safranbolu’daki mevcut turizm yapıları ve turizm alanları üzerinden yapılan tespit ve önerilerin, yeni tasarımlara ışık olacağı düşünülmektedir.

ABSTRACT

The concept of disability that arises due to various reasons has classification under many different headings and all of these classifications are the points that should be emphasized separately. The ratio of individuals with at least one disability in our country to the total population is 6.9%; the difficulties faced by these people, which constitute a large part of the society, is an issue that requires sensitivity awareness throughout the society. It is a matter for the designers to pay attention to ensuring the active participation of individuals with disabilities in tourism activities as they should in every field. Considering active tourism activities, Safranbolu, with its architecture, historical values and natural features, is a respected tourism center. Safranbolu historical tourism structures and areas, which ensure that these tourism activities fed by cultural heritage meet with visitors, are very important values. These structures and areas, which should address all individuals with and without disabilities, while not able to access; orthopedic disabled people with mobility restrictions pose greater problems. Regarding the subject, there is no study and practice where Safranbolu intersects with tourism venues and disabled access. In this context, the main purpose of the study is to examine to what extent the tourism sites in Safranbolu district are accessible to individuals with orthopedic disabilities within the scope of TS 12576 and TS 9111 standards. In addition, with the awareness that it is necessary to create places where people with disabilities can move more comfortably; It is thought that the determinations and suggestions made over the existing tourism structures and areas in Safranbolu will be a light for new designs.
