Abstract

ABSTRACT This thesis dealt with the issue of administrative corruption, and it also aimed to clarify the origin of its existence, and to determine its impact and features, through knowing its types, its concept and the tools necessary to treat it in Islamic law, while highlighting the extent of the interest of the Islamic religion in this topic, and its development of effective solutions for it, so this study came with an introduction and three Chapters and conclusion. In the introduction, the study problem was mentioned, which is: the impact of corruption on various areas of life and the position of Islamic law on it. In the first chapter, the definition of administrative corruption, its causes, its history, its characteristics, and its effects was discussed. In the first chapter, the definition of corruption and its tools from the legal point of view was addressed, while the second section spoke about the administrative concept of corruption and the standards that were adopted in defining this concept, and the characteristics and signs that distinguish it from other types Corruption, while the third topic mentioned the causes and effects of administrative corruption. As for what came in the second chapter, the concept of the public office and the public employee, his duties and rights, where the discussion came in the first section the concept of the public servant and the public position in Sharia, while in the second section he talked about the duties and rights of the public servant in Sharia. The discussion in the third chapter focused on ways and solutions in combating corruption, as it came in the first section on ways and solutions in combating corruption, while the discussion in the second section came about combating administrative corruption in educational institutions in Iraq. Then the letter concluded in its conclusion on the most important findings and recommendations, and God is the success.
