Siyasal Kimlik Algısının Türk Dış Politikasına Etkisi

Abstract

ÖZ Kimlik, sosyal ve tarihsel bağlamda etkileşimlerin sonucu olarak “ben” ve “öteki” arasındaki farklılıkların yaratılmasıyla kurulan bir kavram olup kendilerini bu kimlikle özdeşleştiren bireyleri veya grupları etkilemektedir. Toplumsal Kimlik kavramıyla, bir iç grupla güçlü özdeşleşmeni, insanların grubun diğer üyeleriyle uyumlu hareket etmesini sağladığını öne sürülmektedir. Kimliğin inşası, bireysel ve sosyal dünyanın inşasında belirleyici faktörlerden biri olup siyasi sınırların belirlenmesi ve diğeriniyle temel farklılığının içselleştirilmesinde önemli rol oynayan bir süreçtir. Türk toplumunda kimlik oluşturma süreçleri her zaman belli bir siyasi değişim dinamiği işlevi görmüştür. Aslında kimlik olgusu etrafında şekillenen siyaset, Osmanlı'dan günümüze kadar siyasal ve genel olarak toplumsal yapı üzerinde her zaman belirleyici faktör olmuştur. ‘Siyasal Kimlik Algısının Türk Dış Politikasına Etkisi’nin incelendiği bu çalışmanın “Türkiye’de Siyasal Kimliğin oluşum Süreci” adlı birinci bölümünde; kimlik kavramı, siyasi kimlik ve bileşenleri, Türkiye’deki siyasi akımlar ve siyaset, Osmanlı dönemi anayasal gelişmeler, Cumhuriyet dönemi anayasal gelişmelerin siyasi kimlik üzerinde etkisi gibi konular ele alınmıştır. Çalışmanın “Siyasal Kimlik Perspektifinden Türk Dış Politikası” adlı ikinci bölümünde Atatürk döneminden başlayarak Türkiye’de dış politikanın gelişim süreci ve AK Parti dönemindeki siyasi kimlik olgusunun dış politika üzerindeki etkisi irdelenmiştir. Ayrıca AK Parti hükümeti döneminde Türk dış politikasında kullanılan araç, kurum ve kuruluşlar ele alınmıştır.

ABSTRACT Identity is a concept established by the creation of differences between "I" and "other" as a result of interactions in social and historical contexts, and it affects individuals or groups who identify with this identity. With the concept of Social Identity, it is suggested that strong identification with an inner group enables people to act in harmony with other members of the group. The construction of identity is one of the determining factors in the construction of the individual and social world, and is a process that plays an important role in determining political boundaries and internalizing its fundamental difference with the other. Identity formation processes in Turkish society have always functioned as a certain dynamic of political change. In fact, politics shaped around the phenomenon of identity has always been a determining factor on the political and social structure in general from the Ottoman to the present day. In the first chapter, entitled as “The Formation Process of Political Identity in Turkey”, of this study which examines the ‘Effect of Perception of Political Identity on Turkish Foreign Policy’, the concept of identity, political identity and its components, political movements and politics in Turkey, Ottoman-era constitutional developments, the impact of the constitutional developments in the Republican period on the political identity has been discussed. In the second chapter, named as "Turkish Foreign Policy from the Perspective of Political Identity", of the study, starting from the Ataturk era, the development process of foreign policy in Turkey and the effect of the political identity phenomenon in the AK Party period on foreign policy have been examined. In addition, the tools, institutions and organizations used in Turkish foreign policy during the AK Party government period have been discussed.
