Sosyal ve Ekonomik Destek Hizmetlerinden Yararlanan Bireylerin Aile İşlevleri Üzerine Bir İnceleme: Karadeniz Ereğli Örneği

Abstract

ÖZ Sosyal yardım, yoksulluğu önlemek, azaltmak veya sonlandırmak için kabul edilen program, siyaset veya kurumlar olarak tanımlanabilmektedir. Yoksulluğun aşılabilmesi için tarih boyunca çeşitli sosyal yardım programları hizmete sokulmuş, ülkemizde Aile, Çalışma ve Sosyal Hizmetler Bakanlığına (AÇSHB) bağlı Sosyal Yardımlar Genel Müdürlüğü ve çeşitli kuruluşlarca sosyal yardımlar yapılmaktadır. Diğer programlardan farklı olarak ülkemizde AÇSHB’ nin sunmuş olduğu SED hizmeti ailede korunmaya muhtaç çocukların desteklenmesi bakımından alanda önemli bir yer tutmaktadır. Söz konusu hizmet, hedef grubu içerisinde önceliği olan korunmaya muhtaç genç ve çocukların korunmaya alınmasına esas oluşturan sebebin ekonomik açıdan yoksunluk olması durumunda, bu ailelere ve kişilere kurumsal bakım yerine, ekonomik yardımlar ve diğer destekleyici sosyal hizmet uygulamaları ile ailelerin parçalanmamalarına ve birlikte bir yaşam sürdürebilmelerine olanak sağlamaktadır. Hizmet, ailenin bütünlüğünün sağlıklı korunabilmesi, ailenin işlevlerinin sağlıklı biçimde sağlanabilmesi için hayati öneme sahip olabilmektedir. Çalışmada SED hizmetinden faydalanan ailelerin hizmetin, bu bireylerin aile işlevleri üzerine olan etkisi değerlendirilmiş, çalışma kapsamında hazırlanan sosyo demografik bilgi formu ve Aile Değerlendirme Ölçeği, Karadeniz Ereğli Sosyal Hizmet Merkezi Müdürlüğü aracılığıyla SED hizmetinden faydalandırılan ve çalışmaya katılmayı kabul eden 194 aileye uygulanmıştır. Çalışmada SED hizmeti alma süresi (ay) ile ölçek alt boyutları arasındaki anlamlı istatistiksel ilişkilerin tespiti amacıyla Tek Yönlü Anova analizi gerçekleştirilmiştir. Buna göre; SED hizmetlerinden faydalanma süresinin artmasının, problem çözme, iletişim, roller, davranış kontrolü ve genel işlevlerde bir artışa neden olduğu görülmektedir. Diğer taraftan gereken ilgiyi gösterme SED hizmetleri süresi arasında bir ilişkisi görülememiştir. Sonuç olarak, kişilerin faydalandığı SED hizmetinin süresi (ay), aile işlevlerini etkilemektedir.

ABSTRACT Social assistance can be defined as the program, politics or institutions adopted to prevent, reduce or end poverty. Various social welfare programs have been put into service throughout history in order to eliminate poverty, and social benefits are provided by the General Directorate of Social Benefits and various organizations affiliated to the Ministry of Family, Labor and Social Services (AÇSHB) in our country. Unlike other programs, the Social and Economic Support (SED) service offered by AÇSHB in our country has an important place in the field in terms of supporting children in need of protection in the family. This service allows families not to be torn apart and to live a life together with economic benefits and other supportive social service practices instead of institutional care for these families and individuals if economic deprivation is the main reason for the protection of young people and children in need of protection, which is their priority within the target group. The service can be vital to maintain the integrity of the family and to ensure the functions of the family in a healthy way. In the study, the impact of the service on the family functions of these individuals was evaluated and the socio-demographic information form and Family Evaluation Scale prepared within the scope of the study were applied to 194 families who benefited from the SED service through the Directorate of Eregli Social Service Center and agreed to participate in the study. One-Way ANOVA analysis was conducted to determine the significant statistical relationships between the duration of SED service (months) and the sub-dimensions of the scale. According to this; It appears that increasing the time to use SED services leads to an increase in problem solving, communication, roles, behavior control and general functions. On the other hand, showing the necessary attention did not show any relationship between the duration of SED services. As a result, the duration (months) of SED service benefited by individuals affects family functions.
