Kratova Madenlerinin Modernizasyonu (1702-1710)

Abstract

ÖZ Günümüzde Kuzey Makedonya Cumhuriyeti sınırları içerisinde bulunan Kratova madenleri, Eski Çağlardan itibaren çeşitli devletler tarafından işletilmiştir. Bölge XIV. yüzyılın sonlarında Fatih’in I. Sırbistan seferi sonucunda fethedilmiştir. Osmanlı Devleti Kratova’yı fethettikten sonra hazırladığı kanunlar ile Kratova’daki madenciliği hukuki bir zemine oturtmaya çalışmış ve bu amaçla Osmanlı tarihinde ilk maden kanunnamesi olan Kratova maden kanunnamesini hazırlanmıştır. Kratova madenleri XVI. yüzyılın ilk yarısında nispeten verimli bir maden sahası olmuş ancak aynı yüzyılın ikinci yarısından itibaren madenlerdeki cevher üretimi süreklilik göstermemiştir. II. Viyana yenilgisi sonrasında Rumeli’de yaşanan asayişsizlik, Kratova madenlerinin tamamen terk edilmesine yol açmış ve Osmanlıların 1702 tarihinde Rumeli’deki madenlerde modernizasyon seferberliği başlatmasına kadar işletilememiştir. Osmanlıların Kratova madenlerini 1702 yılında modernize etme kararı almasıyla, ocakların tekrar işletilmesi için çeşitli teşebbüsler başlatılmıştır. Bu teşebbüsler, eski ve yeni maden sahalarının bulunması, dağılan madencilerin tahrirlerinin yapılarak tekrar geri getirilmesi ve madenlerin işletilmesi için gerekli alet ve edevatın temin edilmesi olarak sıralanabilir. Kratova maden nazırlarının modernizasyon sürecinde karşılaştığı sorunlar ise maden kuyularının ve eritme tesislerinin güvenliği, madencilikten anlayan teknik personelin eksikliği, görev yerinden kaçan madencilerin geri getirilmesi, maden kuyu ve lağımlarında ortaya çıkan su, havalandırma ve buhar gibi sorunlardır.

ABSTRACT Kratova mines, which are located within the borders of the Republic of North Macedonia today, have been operated by various states since ancient times. The region was conquered by Sultan Mehmed the Conqueror at the end of the 14th century as a result of 1st Serbian expedition. After the Ottoman Empire conquered Kratova, it tried to place the mining in Kratova on a legal basis with the laws it prepared, and for this purpose, the Kratova mine code, which was the first mining law in the Ottoman history, was prepared. Kratova mines were a relatively productive mining area in the first half of the 16th century, but the ore production in the mining showed a lack of continuity since the second half of the century. Emergence and developments of social and political insecurities in Rumelia after defeat siege of the Vienna caused the Kratova mines to be abandoned completely, and they could not be operated until the Ottomans started a modernization of mine campaigns in Rumelia dated 1702. With the decision of the Ottoman to modernize the Kratova mines in 1702, various attempts were initiated to re-operate the mines. These undertakings can be listed as finding old and new mining sites, making the records of the dispersed miners and bringing them back and providing the necessary tools and equipment for the operation of the mines. The problems faced by Kratova mining ministers in the modernization process are the security of shaft mining and smelting furnaces, the lack of technical personnel who specializes in mining, the return of the miners who have left their jobs, water, ventilation and steam that arisen in shaft mining and sevaga mining.
