Azerbaycan Ekonomisinde Petrol Sektörünün Yeri ve SOCAR’ın Finansal Performansı Üzerine Bir Uygulama

Abstract

ÖZ Azerbaycan dünyanın petrol ve doğal gaz ihtiyacını karşılayan önemli bir tedarikçi ülkedir. Azerbaycan’ın petrol stratejisi ülkenin dış ilişkilerinin belirlenmesinde önemli roller oynamıştır. Dünyada birçok ülke ile ekonomik ve siyasi iş birliği yapan Azerbaycan bu ülkelerin enerji güvenliğini sağlama konusunda çeşitli projeler de geliştirmektedir. Şah Deniz sahasının keşfi Azerbaycan petrol ve gaz stratejisine büyük katkı sağlamış ve Azerbaycan ekonomisinin gelişiminde kilit rol oynamıştır. Azerbaycan petrol sektörünün ana temsilcisi olan Azerbaycan Devlet Petrol Şirketi (SOCAR) enerji politikalarının uygulanmasında önemli görevler üstlenmiştir. SOCAR, yakın bir zamanda kurulmasına rağmen kısa zamanda hem Azerbaycan ekonomisinde hem de dünya enerji arzında büyük öneme sahip bir kuruluş olmuştur. Bu tez çalışmasında amaç Azerbaycan ekonomisinde petrol sektörünün önemi ve Azerbaycan devlet petrol şirketi olan SOCAR’ın finansal performansının değerlendirilmesidir. Araştırmamızda şirketin 2009-2020 yılları arasında finansal performansı ENTROPİ tabanlı TOPSIS yöntemiyle incelenmiş ve 2011 yılı en başarılı yıl iken 2018 yılı en az başarılı yıl olarak bulunmuştur. Elde edilen sonuçların literatür sonuçları ile desteklendiği görülmüştür.

ABSTRACT Azerbaijan is an important supplier country that meets the world's oil and natural gas needs. Azerbaijan's oil strategy has played an important role in determining the country's foreign relations. Azerbaijan, which makes economic and political cooperation with many countries in the world, also develops various projects to ensure the energy security of these countries. The discovery of the Shah Deniz field made a great contribution to the Azerbaijan oil and gas strategy and played a key role in the development of the Azerbaijani economy. Azerbaijan State Oil Company (SOCAR), which is the main representative of the Azerbaijan oil sector, has undertaken important tasks in the implementation of energy policies. Although SOCAR was established recently, it has become an organization of great importance both in the Azerbaijan economy and in the world energy supply in a short time. The aim of this thesis is to evaluate the importance of the oil sector in the economy of Azerbaijan and the financial performance of SOCAR, the state oil company of Azerbaijan. In our research, the financial performance of the company between 2009 and 2020 was examined with the ENTROPY-based TOPSIS method, and while 2011 was the most successful year, 2018 was the least successful year. It has been seen that the results obtained are supported by the results of the literature.
