ÖZ
Liberalizm, 17. yüzyılda ortaya çıkmış ve ideoloji olarak anılması 19. yüzyılı bulmuş bir anlayıştır. 17. yüzyılı çıkış noktası olarak belirlememizdeki kıstas Locke’un çalışmaları ile liberalizmin belirli hatlar kazanmış olmasıdır. Liberalizm birey anlayışından yola çıkan ve bireyi devlet müdahalesinden korumak isteyen bir ideolojidir. Klasik liberalizm adını alan bu liberalizme 19. yüzyıl dünyasında Sanayi Devrimi gibi bireyin olumsuz şartlar altında yaşamını sürdürmesine neden olan olaylara karşı verilen tepkilerin sonucunda ortaya çıkan ve sosyal liberalizm olarak da anılan ikinci bir liberalizm anlayışı eklenmiştir.
Çalışmada Leonard T. Hobhouse’un Liberalizmi incelenmiştir. Bir sosyal liberal olarak anılan Hobhouse’un liberalizmin birey, devlet, özgürlük gibi temel unsurlarına bakış açısı ele alınmaktadır. Klasik ve sosyal liberalizmi inceledikten sonra görülüyor ki; Hobhouse’un sosyal liberal olarak ün kazanmasında haklı sebepler yatmaktadır. Çünkü onun birey, devlet ve özgürlüğe yüklediği anlam sosyal liberallerin bu unsurlara yükledikleri anlamla benzer noktalar taşımaktadır. Çalışmada Hobhouse ve döneminin liberallerinin görüşleri bir karşılaştırma yapılarak benzer ve farklı görüşleri incelenmiştir.
ABSTRACT
Liberalism is an understanding that emerged in the 17th century and was referred to as an ideology in the 19th century. The criterion for determining the 17th century as the starting point is that liberalism gained certain lines with Locke’s studies. Liberalism is an ideology that starts from the understanding of the individual and wants to protect the individual from the oppression of the state. To this liberalism, which took the name of classical liberalism, a second understanding of liberalism also known as social liberalism, was added as a result of the reactions to events that caused the individual to live under adverse conditions such as the Industrial Revolution in the 19th century.
In this study, Leonard T. Hobhouse’s Liberalism has been examined. The perspective of Hobhouse, who was known as a social liberal, on the basic elements of liberalism such as the individual, the state and freedom is discussed. After examining classical and social liberalism, it seems that there are good reasons for Hobhouse’s reputation as a social liberal. Because the meaning that he attributes to the individual, the state and freedom has similar points with the meaning that social liberals ascribe to these elements. In the study, the views of Hobhouse and the liberals of his period were formed by examining similar and different views by making a comparison. |
