Avrupa’da Neoliberalizm ve Sağ Popülizm İlişkisi: İskandinav Ülkeleri Örneği

Abstract

ÖZ Popülizm günümüz dünya siyasetini günden güne etkisi altına almaktadır. Popülizmin sağ versiyonu olarak ifade edilebilecek olan sağ popülizm ise endişeyle karşılanan bir fenomeni oluşturur. Bu sebeple sağ popülizm üzerine çeşitli analizler ve çalışmalar yapılmaktadır. Bu çalışmalarda cevap aranan en önemli soru ise sağ popülist partilere verilen desteğin arkasında hangi türden sebeplerin bulunduğudur. Sağ popülist partilere yönelik seçmen desteğindeki artışı göç gibi sosyokültürel sorunlar ve demokrasi krizi bağlamında açıklayan çeşitli yaklaşımlar olduğu gibi son on yıllarda yaşanan sosyoekonomik değişimin toplumlar nezdinde yarattığı ekonomik sorunlar dahilinde açıklayan görüşler de mevcuttur. Konu, eleştirel politik ekonomi yaklaşımı çerçevesinden ele alındığında ise 1970’li yıllarda yaşanan krizde kapitalizmin kurtarıcısı olarak hayata geçirilen neoliberal projenin ortaya çıkarmış olduğu sonuçlara işaret eder. Böyle bir bakış açısı popülizmi, neoliberalizmin ortaya çıkardığı sorunlara karşı bir çıkış yolu olarak varlık kazanan bir olgu şeklinde okumamızı sağlar. Ancak aynı zamanda sağ popülizmin neoliberal politikaların yerleştirilmesinin de bir aracı olduğu ileri sürülmektedir. Çalışmanın bölge düzeyinde inceleme alanını, uzun yıllar sosyal demokrat partiler altında etkili bir refah dönemine tanıklık eden İskandinavya bölgesi oluşturur. Ancak son yıllarda bu bölgede neoliberal politikaların hayata geçirilmesi ile refah sisteminin zayıflatıldığı görülmektedir. Tüm bunlardan hareketle bu çalışmada, neoliberal sistemle birlikte ortaya çıkan dönüşüm ve sağ popülist partilerin İskandinavya’daki etkinliği arasındaki ilişki çözümlenmeye çalışılacaktır.

ABSTRACT Populism engulfs today's world politics from day to day right-wing populism, which can be expressed as the right version of populism, is a phenomenon that is met with concern. For this reason, various analyzes and studies are carried out on right-wing populism. The most important question sought to be answered in these studies is what kind of reasons are behind the support given to right-wing populist parties. While there are various approaches explaining the happening increase in voter support of right-wing populist parties within the scope of as democracy crisis and socio-cultural problems such as immigration, there are also view that explain within the scope of economic problems created by the socioeconomic change experienced in recent decades on individuals. When the issue is considered from the framework of the critical political economy approach, it points to the results of the neoliberal project that was implemented as the savior of capitalism in the crisis of the 1970s. Such a point of view allows us to interpret populism as a phenomenon that has gained a being as a way out against the problems posed by neoliberalism. However, it is also suggested that right-wing populism is a means of carrying out neoliberal policies. The area of study at the regional level is the Scansdinavian countries, which has witnessed an effective period of prosperity under the social democratic parties for many years. However, in recent years, it can be said that the welfare system has been undermine with the implementation of the neoliberal doctrine in this region. Again, in the light of this information, the transformation resulting from the neoliberal system and the effect of right-wing populist parties in the Nordic countries will be analyzed in this study.
