ABBÂSÎ DEVLETİNDE RESMÎ YAZIŞMALAR -TEVKİʿ DİVÂNI-

Abstract

ÖZ Bu çalışmada, klasik Arap edebiyatı nesir türlerinden olan, belâgat ve inşâ sanatının gelişiminde büyük rol oynayan tevkîʿler incelenmiştir. Bir nevi devletin resmi yazışma trafiğini sağlayan bu tevkîʿler; Abbâsî döneminde altın çağını yaşayarak, dönemin en gözde kâtiplerinin istihdam edildiği Tevkîʿ Divânı’nda en yetkin örneklerini vermiştir. Tezimize konu olan Abbâsî dönemi hakkında kapsamlı bir çalışmaya rastlayamadığımız bu türün; Arap Dili ve Belâgatı açısından önemine dikkat çekerek, tanımı, tarihsel süreç içerisindeki seyri ve kitâbet faaliyetlerine olan etkisi tetkik edilmiştir. Abbâsî dönemi tevkîʿleri sâdır oldukları halifenin ismi altında başlıklandırılarak her bir tevkîʿ üslup, muhteva, şekil açısından değerlendirmeye tabi tutulmuştur. Ayrıca çalışmaya konu olan bu tevkîʿlerin daha iyi anlaşılabilmesi için dönemin siyasi hayatı hakkında gerekli şerhler yapılarak, edebi analizler eşliğinde Türk akademyasına sunulmuştur.

ABSTRACT In this study, tawqîʿs, which are one of the prose genres of classical Arabic literature and play a major role in the development of the art of rhetoric and construction, have been examined. These tawqîʿs, which provided a kind of correspondence traffic between the state and the people, lived their golden age in the Abbasid period and gave the most competent examples in the Tevkîʿ Divan, where the most favorite clerks of the period were employed. This genre, which we could not find a comprehensive study about the Abbasid period, which is the subject of our thesis; Drawing attention to its importance in terms of Arabic Language and Rhetoric, its definition, its course in the historical process and its effect on epitaph activities have been examined. The tawqî's of the Abbasid period were titled under the name of the caliph they belonged to, and each tawqî' was evaluated in terms of style, content and form. In addition, necessary annotations about the political life of the period were made and presented to the Turkish academy, accompanied by literary analyzes, in order to better understand these tawqîʿs, which are the subject of the study.
