Türkiye’de Ordu-Siyaset İlişkisi 2002-2017

Abstract

ÖZ Bu çalışma, 2002-2017 yılları arasında ordu-siyaset ilişkisini kapsamaktadır. Çalışmanın konusu kapsamında belirlenen yıllarda ordunun siyaset ile ilişkisi, siyasal seçkinler üzerindeki vesayet yetkisi dönem dönem ele alınarak tartışılmış ve bu çerçevede değişen ya da değiştirilme yolunda adımlar atılan yenileşme, sivilleşme durumlarından bahsedilmiştir. Çalışmanın birinci bölümünde tarihsel çerçeve kapsamında Osmanlı’dan bu yana ordunun toplumdaki yeri ve öneminden bahsedilmiş ve ordunun siyasal alanda etkin olmasının nedenleri üzerinde durulmaya çalışılmıştır. Bu bağlamda ordunun siyasal sürece sert müdahalede bulunduğu dönemler olan 27 Mayıs 1960, 12 Mart 1971, 12 Eylül 1980 ve 28 Şubat 1997 dönemleri ele alınmıştır. Darbelerin ve darbe sonrası hazırlanan Anayasaların getirdiği durumlar tartışılmış ve bunun Türk demokrasisi üzerindeki etkileri üzerinde durulmuştur. İkinci bölümde ise 2000 yılı ve sonraki süreçte toplumdaki ekonomik, sosyal ve siyasi durumların getirdiği sonuçlara göre ordunun siyasal etkinliği değerlendirilmiştir. 2002 seçimleri ve sonrasındaki Avrupa Birliği uyum sürecinde hazırlanan uyum paketleri ve Anayasal düzenlemeler ile ordunun kademeli olarak siyaset dışı bırakıldığı gözlemlenmiştir.

ABSTRACT This study, includes the relationship between the military and politics for the period of 2002-2017. In this context, the relation of the military with politics during this determined era, military tutelage authority on political elites have discussed based on some periods and mentioned the states of renewal and demilitarization that have changed or taken steps to change. In the first chapter, importance and place in society of military tutelage since Ottoman Empire based on historical context have been discussed and the periods when the tutelage was most active in the political field were investigated. In the first step, these periods were divided as 27 May 1960, 12 March 1971, 12 September 1980 and 28 February 1997 coups. Many situations associated with the coups and constitutions which have prepared after coups have been discussed and it was concluded that they were anti-democratic formations due to results which causes. In the second step, political activities of military have been evaluated according to the results brought by the economic, social and political situations in the society after 2000 and so on. It was observed that the army was gradually excluded from politics via the harmonization packages and constitutional arrangements prepared in processes of the 2002 elections and the European Union harmonization process.
