BİYOPOLİTİKA HAKKINDA İKİ KAVRAYIŞ: GIORGIO AGAMBEN VE MICHEL FOUCAULT

Abstract

ÖZ

Bu çalışma biyopolitika kavramı hakkında farklı bir bakış sunabilmek amacı ile hazırlanmıştır. Biyopolitikanın çıkış, gelişim ve varış noktalarının belirlenmesi kavram üzerine yapılan çeşitli yorumların oluşturduğu muğlaklığı ve bulanıklığı giderebilmek adına girişilen bir çaba niteliğindedir. Biyopolitikanın günümüzde dahi konuşulması, toplumsal hareket ve eylemlerde kendine yer edinebilmesi kendisi üzerindeki merakları uyandırmıştır. Dolayısıyla kavramın incelenmesine yönelik bu çalışmaya biyopolitika hakkında düşüncelerini ortaya koyan Michel Foucault ve Giorgio Agamben’in fikirleri ışık tutacaktır. Bu doğrultuda Foucault ve Agamben’in kavrama dair yükledikleri izahlar çalışma açısından önemli olmaktadır. Foucault, kavramın çıkış noktasını Aydınlanma ile başlayan modern sürecin içine yerleştirirken, Agamben için ise Antik Yunan’dan beri uygulama alanı bulabilen bir kavramdır. Kavramın işleyişindeki farklılıklar ise iki düşünürün fikirleri ele alındığında gözle görülür şekilde belirmektedir. Bu bağlamda çalışmanın öncelikli amacı biyopolitikayı anlaşılır ve açık biçimde ele almaktır. Biyopolitikayı anlayabilmek adına ise belirsiz ya da eksik kalan yerlerin izahı Giorgio Agamben ve Michel Foucault’nun düşünceleri referans alınarak anlatılmaya çalışılacaktır. Dolayısıyla bir kavrama yüklenen iki ayrı düşüncenin varlığı çalışmanın incelenmesi noktasında teşvik edici ve merak uyandırıcı olmaktadır. Foucault’nun iktidar yapısı Agamben’e göre daha pozitif bir yapı içerisinde ele alınmaktadır. Agamben için biyoiktidar bir ölüm makinesidir ve buna karşılık Foucault’nun biyoiktidarı toplumu daha üretken ve yaşamlarını daha verimli kılan bir yapıya sahiptir. Bu bağlamda çalışmanın varmak istediği sonuç Agamben ile Foucault’nun varış noktaları üzerinden eleştirel bir karşılaştırma yapmaktır.

ABSTRACT

This study has been prepared with the aim of presenting a different perspective on the concept of biopolitics. Determining the origin, development and destination points of biopolitics is also important due to various interpretations on the concept. The fact that biopolitics is still being talked about today and that it has a place in social movements and actions has aroused her curiosity. Therefore, the ideas of Michel Foucault and Giorgio Agamben, who put forward their thoughts on biopolitics, will shed light on this study of the concept. In this direction, the explanations of Foucault and Agamben about the concept are important for the study. While Foucault places the starting point of the concept in the modern process that started with the Enlightenment; For Agamben, it is a concept that has found application since ancient Greece. The differences in the functioning of the concept appear visibly when the ideas of the two thinkers are considered. In this context, the primary aim of the study is to deal with biopolitics in an understandable and clear way. In order to understand biopolitics, the explanation of uncertain or incomplete places will be tried to be explained with reference to the thoughts of Giorgio Agamben and Michel Foucault. Therefore, the existence of two separate ideas attributed to a concept is encouraging and intriguing at the point of examining the study. Foucault's power structure is handled in a more positive structure than Agamben's. For Agamben, biopower is a killing machine, whereas Foucault's biopower has a structure that makes society more productive and their lives more productive. In this context, the conclusion that the study wants to reach is to make a critical comparison through the destinations of Agamben and Foucault.
