Yerel Yönetimlerde Stratejik Planlama: Karabük İl Özel İdaresi Örneği

Abstract

ÖZ Sanayi devrimi ile birlikte hızla büyüyen işletmeler rekabet ortamında ayakta kalabilmek için ciddi bir değişim ve dönüşüm içerisine girmişlerdir. Böyle rekabetçi ortamlarda stratejik planlama işletmeler için önemli bir rehber olmuştur. Çünkü stratejik planlama işletmelere yön vermiş, geleceğin belirsizliklerini minimize etmiş, gelecekte nerde olmak istediklerini ve şu anda nerde olduklarını belirlemiş ve bir istikamet üzerinde işletmelere çok katkı sağlamıştır. Özel sektörde yaşanan bu değişim zamanla kamu sektörü için de kaçınılmaz olmuş ve ülkemizde de uygulanmaya başlamıştır. Bu çalışmada Karabük İl Özel İdaresinin 2015-2019 ve 2020-2024 yılları stratejik planı incelenmiştir. İl özel idareleri, belediyeler ve köyler olmak üzere ülkemizde üç çeşit yerel yönetim türü vardır. Yerel yönetimler kamu yönetimi açısından vatandaşa en yakın birimlerdir. Vatandaşa en yakın birim olmalarına rağmen yerel yönetimlerde çeşitli problemler bulunmaktadır. Bu problemlerin en önemlilerinden bir tanesi bütçe yetersizliğidir. Bu problem varken yetersiz bütçenin doğru olmayan şekilde harcanması problemi daha da büyütmektedir. Bu nedenle yerel yönetimlerde stratejik planlama hazırlanarak uygulamaya konulması hem bütçe açısından hem de hizmetlerden azami verim elde edilmesi açısından önem arz etmektedir. Yapılan çalışma dört bölümden oluşmaktadır. Birinci bölümde kavramsal çerçeve ele alınmıştır. İkinci bölümde stratejik planlama süreci incelenmiştir. Üçüncü bölümde İl Özel İdareleri ve Stratejik Planlama, Dördüncü bölümde Karabük İl Özel İdaresi tarafından hazırlanan 2015-2019 ve 2020-2024 yıllarına ait stratejik planların karşılaştırılmasına dayalı bir araştırma yapılmıştır. Bu Araştırmada Karabük İl Özel idaresi 2015-2019 ve 2020-2024 stratejik planları karşılaştırılmış ve hazırlanan stratejik planların daha verimli olması ve bütçenin en faydalı biçimde kullanılması açısından çözüm önerileri sunulmuştur.

ABSTRACT With the industrial revolution, fastlarge enterprises have undergone serious changes and transformations in order to survive in a competitive environment. Strategic planning in such competitive environments has been an important guide for businesses. Because strategic planning has guided businesses, minimized the uncertainties of the future, determined where they want to be in the future and where they are right now, and contributed a lot to businesses in one direction. This change in the private sector has become inevitable for the public sector over time and has started to be applied in our country as well. In this study, the strategic plan of Karabük Provincial Special Administration for the years 2015-2019 and 2020-2024 is examined. There are three types of local government in our country: provincial special administrations, municipalities and villages. Local authorities are the units closest to the citizen in terms of public administration. Despite the fact that they are the unit closest to the citizen, there are various problems in local governments. One of the most important of these problems is the lack of budget. It is not true that this insufficient budget while there is this problem. For this reason, preparing and implementing strategic planning in local governments is important both from a budgetary point of view and from the point of view of obtaining maximum efficiency from services.

The study consists of four parts. In the first chapter, the conceptual framework is discussed. In the second part, the strategic planning process is examined. In the third part, Provincial Special Administrations and Strategic Planning, In the fourth part, a study was conducted on the Strategic Planning of Karabük Provincial Special Administration based on the comparison of strategic plans for 2015-2019 and 2020-2024 prepared by the Karabük Provincial Special Administration. In this study, Karabük Provincial Special Administration 2015-2019 and 2020-2024 strategic plans were compared and solution proposals were presented in order to make the prepared strategic plans more efficient and to use the budget in the most beneficial way.
