EKONOMİK YOLSUZLUĞUN IRAK’TA EKONOMİK KALKINMA ÜZERİNDEKİ ETKİSİ (2003 – 2018)

Abstract

ÖZET

Bu çalışma, Irak'taki ekonomik yolsuzluğun ekonomik kalkınma üzerindeki etkilerini analiz etmeyi amaçlamaktadır. Bu amaç doğrultusunda yolsuzluk algısı endeksi ile kişi başına GSYİH arasındaki ilişki NARDL modelini kullanarak analiz edilmiştir. Yapılan analiz neticesinde, Irak'taki yolsuzluk algısı endeksi ve kişi başına GSYİH arasında uzun vadeli doğrusal olmayan bir ilişkinin, yanı sıra yolsuzluk algı endeksi ile kişi başına GSYİH arasında pozitif bir ilişkinin olduğu tespit edilmiştir. Bulgulara göre yolsuzluk algısı endeksinde meydana gelen artış, kişi başına GSYİH’de bir artışa yol açmaktadır. Yolsuzluk algısı endeksinde %1 artış, kişi başına GSYH’nin % 4.037’lik bir artışa yol açtığı görülmüştür. Yolsuzluk algısı endeksinin %1 azalması ise kişi başına GSYH’nin %1.957 azalmasına neden olmaktadır. Bu çalışma ayrıca, yolsuzluk algısı endeksinde bir şokun ilk çeyrekte kişi başına GSYİH yaklaşık +%25 bir artışa yol açacağı, ancak yaklaşık dört mevsimden (bir yıl) sonra yaklaşık -3%, ancak şokun on mevsiminden (iki buçuk yıl) sonra artmaya geri döner ve +3 şoka gelir ve bu artış şokun yirmi bölümünden sonra bile (beş yıl) uzun vadede devam eder. Araştırma, ekonomik, idari ve sosyal reformlara eşlik etmek kaydıyla, yeteneklerin cezbedilmesi ve yozlaşmışların ihraç edilmesi için adil seçimler yoluyla toplumun tüm kesimlerinin karar alma sürecine katılımını temsil eden siyasi reformlardan yola çıkılması gerektiğini önermektedir. Yargının rolünü harekete geçirmek, bağımsızlığını ve bütünlüğünü korumak ve yolsuz kişilerin baskısına maruz kalmamak, ayrıca yolsuzluk davalarına karışanların tespitini ve hesap verilebilirliğini engelleyen her türlü engeli aşmak..

ABSTRACT

The main aim of our thesis is to analyze economic corruption in Iraq and its effective on the economic development of Iraq . As well as to measure and analyze the relationship between economic corruption and economic development in Iraq by using the NARDL model .The research concluded that there is a long-term non-linear equilibrium relationship between economic corruption and economic development in Iraq, as well as an inverse relationship between economic corruption and economic development in Iraq . As the higher the corruption perception index (lower rates of economic corruption), the more this leads to an increases in development process . The economic development in Iraq, as an increase in the corruption perception index by 1% will be leaded to an increasing in economic development by 4.037%, and a decrease in the corruption perception index by 1% will be leaded to a decreasing in the economic development by 1.957%. The research also concluded that a shock in the economic corruption will leads to an increase in the economic development in the first semester to about +25% but it quickly declines to reach its peak after about four seasons (one year) at about 3%-3%, but it returns to increase and arrive after 10 seasons (two and a half years) of the shock at +3% and this increasing will be continues in the long term even after 20 chapters of the shock (five years). The research recommends the necessity of starting with political reforms represented in the participation of all segments of society in the decision-making process through fairs and fair elections to attract talents and expel corrupters, provided that economic, administrative and social reforms are accompanied with them. Activating the role of the judiciary, maintaining its independence and integrity, and not being subject to pressure from corrupt people, as well as overcoming any obstacles that hinder the detection and accountability of those involved in corruption cases.
