Son Dönem Osmanlı ve Erken Cumhuriyet Dönemi Türkiye’de Kentleşme Politikaları

Abstract

ÖZ Bu çalışmada 19. Yüzyıl Osmanlı ve 20. Yüzyıl erken cumhuriyet döneminde kentleşmeye dair yapılan çalışmalar ele alınmıştır. 1839-1939 yılları arasında gerçekleştirilen yasal düzenlemeler, imar planları, kent yönetimine dair düzenlemeler ve altyapı çalışmaları incelenmiştir. Konuların daha iyi anlaşılabilmesi için tarihsel süreç başlıklara ayrılmıştır. Bu bağlamda kavramsal çerçeve ortaya konulmuş; Osmanlı Dönemi Tanzimat Fermanı’ndan önceki ve sonraki dönem olmak üzere ikiye ayrılmış; Erken Cumhuriyet Dönemi 1923-1939 yılları olarak ele alınmıştır. Çalışmada 19. Yüzyılda gerçekleştirilen kentleşme çalışmalarının Cumhuriyet dönemine etkisi incelenmiştir. Bunun için yasal düzenlemelerin yürürlük tarihleri, imar planlarının hayata geçirilme oranları ve kent yönetimine dair yaklaşımların etkisi üzerinden bir okuma gerçekleştirilmiştir. Bunun yanı sıra II. Mahmud döneminde yapılan reformların kentleşmeye etkisi araştırılmıştır. Erken Cumhuriyet döneminde gerçekleştirilen imar ve mevzuat çalışmaları kronolojik bir şekilde incelenmiştir. Osmanlı Dönemi ve sonrasında erken Cumhuriyet dönemi kentleşme çalışmalarını ortaya koyan bir araştırma olan bu çalışma İstanbul, Ankara ve İzmir kentlerindeki kentleşme süreçlerini konu almıştır.

ABSTRACT In this study, the regulations on urbanization in the 19th century Ottoman and 20th century early republican periods are discussed. Legal regulations, zoning plans, regulations on city management and infrastructure works carried out between 1839-1939 were examined. In order to better understand the subjects, the historical process is divided into titles. In this context, the conceptual framework has been put forward; The Ottoman Period was divided into two as the period before and after the Tanzimat Edict; The Early Republican Period was considered as the years 1923-1939. In the study, the effect of the urbanization works carried out in the 19th century on the Republican period was examined. For this, a reading was made on the effective dates of legal regulations, the rate of implementation of zoning plans and the impact of approaches to city management. Besides, II. The effect of the reforms made during the Mahmud period on urbanization was investigated. The zoning and legislation studies carried out in the Early Republic period were examined in a chronological manner. This study, which is a research that reveals the urbanization studies in the Ottoman Period and later, in the early Republican period, focused on the urbanization processes in the cities of Istanbul, Ankara and Izmir.
