Comparative Analyses of Local Governance: Case Of Afghanistan, India And Türkiye

Abstract

ABSTRACT This study analyses the systems of local government in Afghanistan, India, and Türkiye. Despite many efforts, the local government in Afghanistan has still remained inefficient. India, meanwhile, as a country with a high population, has built their local government based on the country’s ancient populist structures which has proved to be very efficient. Türkiye as a country with the experience of local government practices from the times of Ottoman Empires, has been able to improve the local government system of the Ottoman era to make useful. This thesis studies the local government systems in terms of their concept, history, structure, local government autonomy in the mentioned countries in to find out the reasons for the inefficiency of Afghan local government, success of the Indian local government system and how the Turkish local government system managed to be productive despite of having a centralized government. The findings of the research indicate that Afghanistan has never experienced a government that shows willingness to share their power with local authorities; While in India the authorities have been able to successfully incorporate their ancient populist structures into their legal governmental system, Türkiye is also found to have been able to build a functional local government system by changing the elitism approach of the Ottomans to the popularize approach of the republicans.

ÖZ Bu çalışma Afganistan, Hindistan ve Türkiye'deki yerel yönetim sistemlerini incelemektedir. Birçok çabaya rağmen Afganistan'daki yerel yönetim hala savunma sız ve verimsiz kalmıştır, öte yandan Hindistan, nüfusu yüksek bir ülke olarak yerel yönetimlerini ülkenin çok verimli olduğu kanıtlanmış eski popülist yapılarına dayanarak inşa etmiştir. Osmanlı İmparatorluğu dönemin den günümüze kadar yerel yönetim uygulamaları tecrübesine sahip bir ülke olan Türkiye, Osmanlı dönemi yerel yönetim sistemini olumlu yönde geliştirerek daha kullanışlı hale getire bilmiştir. Bu tez, söz konusu ülkelerdeki yerel yönetim sistemlerini kavramı, tarihi, yapısı, halkın katılımı ve yerel özerkliği açısından inceleyerek, Afgan yerel yönetiminin neden etkisiz kaldığını, Hindistan yerel yönetim sisteminin neden son derece etkili olduğunu ve güçlü bir merkezi yönetim sistemine sahip olmasına rağmen Türk yerel yönetim sisteminin nasıl daha verimli olmayı başardığı gibi sorulara cevap vermektedir. Bu araştırmanın bulgularına göre, Afganistan'ın yerel yönetimlerle yetki paylaşımı konusunda anlaşmaya varacak bir hükümeti hiç deneyimlemediği tespit edilmiştir. Bu nedenle Afganistan Yerel yönetim sistemi şimdiye kadar beklentileri karşılayamamıştır. Hindistan örneğinde ise yetkililer, eski popülist yapılarını hükümet yapılarına başarıyla dahil edebildiler ve bu birleşmenin Hindistan yerel yönetim sistemi için çok verimli olduğu kanıtlanmıştır. Ayrıca, Türkiye'de Cumhuriyet döneminde halkın katılımı konusuna daha fazla odaklanılmıştır ve Osmanlı'nın elitiz anlayışını cumhuriyetçilerin halkçılık anlayışına çevirerek işlevsel bir yerel yönetim sistemi kurabildiği de tespit edilmiştir.
