Türk Siyasal Hayatinda Popülizm: DYP-SHP Koalisyon Hükümeti Dönemi

Abstract

ÖZ Günümüzde, Popülizm çeşitli kesimlerce sıklıkla kullanılan bir kavram haline gelmiştir, aslına bakılacak olursa oluşum süreci açısından nispeten eskilere dayanan bir kavram olma niteliği göstermektedir. Halk iradesi ve genel irade anlayışından önemli ölçüde beslenen Popülizmin, ne ölçüde doğru tanımlandığı tartışmalıdır. Çalışmanın amacı, Popülizmi besleyen söz konusu halk iradesi ve genel irade kavramlarının tarihsel kökenlerine inerek Popülizm kavramını temelini oluşturmak, Dünya’da ileri gelen Popülizm tartışmalarını anlatmak ve bu tartışmaların neticesinde kavramın tanımlanma sürecinde yaşanan sıkıntıları ortaya koymak, Dünyada bulunan Popülizm örnekleri üzerinden kavramın tarihte ki yansımalarını inceleyerek tanımlanmasını yapamak, Popülizmi çalışma açısından uygun bir sınıflandırma içerisine koyarak bu çerçeveden mercek altına almaktır. Bu şekilde DYP-SHP koalisyon hükümetinin popülist siyaseti için bir temellendirme çalışması yapmak amaçlanmıştır. Çalışmanın sonraki bölümünde Türkiye’de bulunan Popülizmin siyasal hayatta hangi koşullar altında yer aldığını ortaya çıkartmak ve Türk siyasal hayatında Popülizmin nasıl bir yer ettiğini açıklayarak dönemsel anlamda incelenecek olan DYP-SHP koalisyon hükümeti döneminin Popülist siyasetine Türk siyasal hayatı üzerinden zemin oluşturmaktır. Bu amaçla Popülizme kaynaklık eden yapısal koşulların değerlendirmesini yapmaktır. Dönemsel inceleme bağlamında DYP-SHP koalisyon hükümeti döneminin kendine has karakteristik özelliklerini açıklayarak koalisyon ortaklarının sahip oldukları siyasetin hem muhalefet döneminde hem de iktidar döneminde detaylı bir incelemesini yapmak amaçlanmış, Süleyman Demirel ve Erdal İnönü başta olmak üzere liderlerin söylemleriyle iktidar dönemlerinde uyguladıkları politikaların Popülizm çerçevesinden incelemesi yapılmıştır.

ABSTRACT Today, Populism has become a concept that is frequently used by various segments, as a matter of fact, it is a relatively old concept in terms of its formation process. It is debatable to what extent Populism, which is fed by the will of the people and the general will, is defined correctly. The aim of the study is to establish the basis of the concept of Populism by going down to the historical roots of the concepts of popular will and general will that feed Populism, to explain the leading Populism debates in the world and to reveal the problems experienced in the definition process of the concept as a result of these discussions, to reflect the reflections of the concept in history through the examples of Populism in the world. To be able to define it by examining it, to put Populism in an appropriate classification for the study and to focus on it from this framework. In this way, it is aimed to make a grounding study for the populist policy of the DYP-SHP coalition government. In the next part of the study, it is to reveal the conditions under which Populism takes place in political life in Turkey and to lay the groundwork for the Populist politics of the DYP-SHP coalition government period, which will be examined periodically by explaining how Populism has a place in Turkish political life. For this purpose, it is to evaluate the structural conditions that are the source of populism. In the context of periodic analysis, it was aimed to make a detailed analysis of the politics of the coalition partners both in the opposition period and in the ruling period by explaining the unique characteristics of the DYP-SHP coalition government period, and the policies implemented during the ruling period with the discourses of the leaders, especially Süleyman Demirel and Erdal İnönü, were examined from the framework of Populism.
