Hums (Libya)'da Kentleşme ve Kentsel Planlama

Abstract

ÖZ Kentleşme ve kentsel planlar konusunun incelenerek ele alındığı bu çalışmanın amacı, Libya Devleti Hums şehrinin nasıl oluştuğunu ortaya koymak, şehirdeki kentsel büyümenin nedenleri üzerinde durmak ve şehir planının içinde ve dışında gerçekleşen kentsel genişlemenin yönlerini belirlemektir. Kentleşme bileşenlerinin ve şehrin kentsel planının genişleme nedenlerinin belirlenebileceği daha gerçekçi sonuçlara ulaşmak için çalışmada tarihsel araştırma ve betimsel analiz metotları kullanılmıştır. Çalışmada, Hums şehrinin, kuruluşuna ve gelişimine katkıda bulunan tarihi bir arka plana sahip olduğu tespit edilmiştir. Hums şehrinin ortaya çıkmasında kentsel fonksiyonun öneminin ortaya çıkarıldığı bu çalışmada, şehrin gelişiminde özellikle idari, ticaret ve turizm fonksiyonlarının büyük rolünün olduğu görülmüştür. Çalışmada, şehrin çeşitli dönemlerde hazırlanan kentsel planları incelenmiştir. Şehrin gelecekteki kentsel genişlemesi için en uygun yönler mekânsal uygunluk analiziyle belirlenmiştir. Çalışmada ulaşılan sonuçların en önemlileri şunlardır: - Hums şehrinde arazi kullanımlarında meydana gelen çakışma şehir planında bir nevi çarpıklık yaratmıştır. - Hums şehri, beraberinde altyapı ve diğer hizmetler olmaksızın merkezden kenarlara doğru gelişigüzel bir şekilde genişlemektedir. - Hums şehrinde kentsel büyüme güney ve güneydoğuya doğru yönelmektedir. Son olarak bu çalışmada, Hums şehrinin üçüncü nesil şehir planında yer alan stratejik esaslar doğrultusunda geliştirilmesi, nüfus verilerinin arşivlenip düzenlenmesi ve şehirdeki arkeolojik alanların bakımı ve restorasyonunun yapılması önerilmiştir. Çalışmada ayrıca, şehirdeki kentsel büyümenin hızını ve yönünü doğru bir şekilde belirlemek için kentsel büyüme haritalarının hazırlanmasında ileri bir Coğrafi Bilgi Sistemi tekniğinin kullanılması gerektiği vurgulanmıştır.

ABSTRACT This study aims to research and analysis the urbanization and urban plans. The purpose of the study is to examine how the city of Al Khums in the State of Libya originated and what are the reasons for growth and trends of urban expansion inside and outside the city plan. The historical and the descriptive analytical methods were used in the study, in order to reach more realistic results to identify the components of urbanization and the reasons for the expansion of the urban plan of the city. According to the results of the study, it was found that the city of Al-Khums is characterized by a historical background that contributed to its establishment and to the morphology of its construction. This study showed the importance of the function in the emergence of the city, as the administrative, commercial and tourism functions had a major role in the city’s development and growth. This study focused on the city’s urban plans through different periods of time. The most suitable directions for the future urban expansion of the city were determined by spatial suitability analysis. The most important results of the study are: - The overlap in land uses inside the city of Al-Khums has caused a kind of distortion in the urban plan. - The city of Al-Khums expands from the center towards the edges randomly without accompanying services and infrastructure. - Urban growth in the city of Al-Khums is heading towards the south and southeast. Finally, in this study, it has been proposed to develop the city according to the strategic plans that came in the third-generation urban plan, to archive and organize the population data, and to maintain and restore the archaeological sites in the city. It was also emphasized that an advanced Geographic Information System technique should be used in the preparation of urban growth maps in order to accurately determine the speed and direction of urban growth in the city.
