Balkanlar’da Sırp Milliyetçiliği ve Sırbistan Dış Politikasına Etkileri

Abstract

ÖZ Milliyetçilik düşüncesi, günümüz uluslararası sisteminin oluşmasında en etkili unsurlardan biri olmuştur. Milliyetçilik olgusunun esnek bir yapıda olması onun çok farklı şekillerde ortaya çıkmasını sağlamıştır. Bu nedenle üzerinde uzlaşılan bir tanımı bulunmamaktadır. Sırp milliyetçiliği, Balkanlar’daki diğer milliyetçilikler gibi etnik köken temelinde şekillendiği için inanç ve kültür çerçevesinde bazı özgün özelliklere sahip olmuştur. Sırp milliyetçiliği dini inanç, efsaneler, kültür, dil ve düşman imajı temelinde şekillenmiştir. Bu nedenle etnik, kolektivist ve dışlayıcı özellikler göstermektedir. Bu özellikler kadim düşmanlar ve dostlar algısına sebep olmaktadır. Bu da dış politikadaki ilişkileri etkilemektedir. Türkiye, coğrafi yakınlık, tarihsel ve kültürel bağlarından dolayı Balkanlara önem vermektedir. Bu sebeple Balkan milletleri ile farklı seviyelerde ilişkiler kurmaktadır. Sırplar, Türklerin Balkanlarda ilk temas kurduğu milletlerden olmuştur. Bu sebeple ilişkileri çok eskiye dayanmaktadır. Bu ilişki bazı dönemlerde olumlu olmuş fakat son iki yüzyıl içerisinde olumsuz bir şekilde gerçekleşmiştir. Bu nedenle çalışmada milliyetçilik düşüncesi, Sırp milliyetçiliğinin unsurları ve Sırp milliyetçi düşüncesinin Sırbistan dış politikasına etkileri incelenmeye çalışılmıştır. Çalışmanın ilk bölümünde milliyetçilik ve millet olgusu üzerinde durulmuştur. Bu konuda kuram ve yaklaşımlar incelenmiştir. İkinci bölümde Sırp milliyetçiliğinin unsurları ve tarihsel gelişimi açıklanmıştır. Üçüncü bölümde ise Sırbistan dış politikasında milliyetçiliğin etkileri incelenmiştir. Çalışma sonucunda milliyetçilik düşüncesinin hala Sırbistan dış politikasında etkili olduğu ve ilişkileri etkilediği sonucuna varılmıştır. ABSTRACT The idea of nationalism has been one of the most influential elements in the formation of today's international system. The fact that the phenomenon of nationalism has a flexible structure has enabled it to emerge in many different forms. Therefore, there is no agreed definition. Serbian nationalism, like other nationalisms in the Balkans, has some unique features within the framework of belief and culture, as it is shaped based on ethnicity. Serbian nationalism has been shaped based on religious belief, legends, culture, language and enemy image. Therefore, it shows ethnic, collectivist and exclusionary features. These features cause the perception of ancient enemies and friends. This affects the relations in foreign policy. Turkey attaches importance to the Balkans due to its geographical proximity, historical and cultural ties. For this reason, it establishes relations with the Balkan nations at different levels. The Serbs were among the nations with which the Turks first came into contact in the Balkans. For this reason, their relationship dates to ancient times. This relationship has been positive in some periods but has been negative in the last two centuries. For this reason, the idea of nationalism, the elements of Serbian nationalism and the effects of Serbian nationalist thought on Serbian foreign policy were tried to be examined in this study. In the first part of the study, the phenomenon of nationalism and nation was emphasized. Theories and approaches on this subject have been examined. In the second part, the elements of Serbian nationalism and its historical development are explained. In the third part, the effects of nationalism in Serbian foreign policy are examined. As a result of the study, it was concluded that the idea of nationalism is still effective in Serbian foreign policy and affects relations with other states.
