Savunma Sanayi ve Dış Politika İlişkisi: Türkiye Örneği

Abstract

ÖZ Tarih boyunca devletlerin güvenlik ihtiyaçları her zaman ön planda olmuştur. Bu doğrultuda geliştirilen silahlar ve savunma endüstrisi belirleyici rol oynamaktadır. Savunma sanayi, siyasi, ekonomik, askeri ve teknolojik alanların birlikte incelenmesi gereken çok önemli bir kavramdır. Savunma sanayi kavramı devletlerin güvenlik ihtiyaçlarının, ülkenin sanayi, teknoloji ve üretim kapasitesi ile birlikte kullanılması sonucu önemli bir değer ortaya çıkarmaktadır. Bütün bu süreçlerin neticesi olarak uluslararası ilişkiler ve savunma sanayi sektörü arasındaki bağ giderek derinleşmektedir. Bu doğrultuda hazırlanan tez çalışması iki bölümden oluşmaktadır. Birinci bölümde savunma sanayi kavramı ve önemi, savaşların maliyetleri ve etkileri, 20. yüzyılda kurulan güvenlik örgütleri, ABD, Rusya, Çin ve İsrail gibi ülkelerin savunma sanayine yönelik politikaları ve güvenlik doktrinleri ele alınmaktadır. Bu doğrultuda ülkelerin güvenlik kaygıları ve stratejik hedefleri ile birlikte sanayi ve teknoloji yatırımları ve bu yatırımların somut alanlara yönelik etkilerine yer verilmiştir. İkinci bölümde Türkiye’de savunma sanayinin kuruluşu, bu süreçleri etkileyen faktörler, Atatürk döneminde savunma sanayi alanındaki politikalar, Türkiye’nin ikinci Dünya Savaşı sırasındaki tutumu, Türkiye’nin NATO’ya girişi ve Kıbrıs Barış Harekâtı incelenmektedir. Soğuk Savaş sonrası oluşan düzende Türkiye’nin konumu ve farklı coğrafyalara yönelik politikaları, yerli savunma sanayinin yeniden kurulması, Türkiye’nin güvenlik ihtiyaçları ve terör sorunu, AK Parti döneminde savunma sanayi alanında yaşanan gelişmeler, savunma sanayinin gelişim modeli, Türkiye’nin tehdit algıları, Türk savunma sanayi projeleri ve önemi, Türkiye’ye savunma sanayi alanında uygulanan ambargolar ve Türk Silahlı Kuvvetleri ve Türk savunma sanayinin savaşlardaki başarısına yer verilmiştir.

ABSTRACT Throughout history, the security needs of states have always been at the forefront. The weapons developed in this direction and the defense industry play a decisive role. Defense industry is a very important concept that should be studied together in the political, economic, military and technological fields. The concept of the defense industry reveals an important value as a result of using the security needs of states together with the industrial, technological and production capacity of the country. As a result of all these processes, the bond between international relations and the defense industry sector is getting deeper. In the first chapter, the concept and importance of the defense industry, the costs and effects of wars, 20. the security organizations established in the XVIII century, the policies and security doctrines of countries such as the United States, Russia, China and Israel towards the defense industry are discussed. In this direction, the security concerns and strategic goals of the countries, as well as industrial and technological investments and the effects of these investments on concrete areas have been included. In the second part, the establishment of the defense industry in Turkey, the factors affecting these processes, the policies in the field of the defense industry during the reign of Ataturk, Turkey's attitude during the Second World War, Turkey's entry into NATO and the Cyprus Peace Operation are examined. That occurred after the Cold War and Turkey's position in the order policies for different geographical areas, the domestic defense industry the re-establishment of Turkey's security needs and the problem of terrorism, in the AK Party era developments in the field of Defense Industry, defense industry, the development of a model for Turkey's threat perceptions and the importance of Turkey's defense industry Turkish defense industry projects in the field of Applied embargoes and the war of the Turkish defense industry and success in the Turkish Armed Forces have been given.
