KÜÇÜK PROJELERİ FİNANSE ETMENİN VE DESTEKLEMENİN IRAK'TA SÜRDÜRÜLEBİLİR KALKINMAYA ETKİSİ- TANIMLAYICI ÇALIŞMA.

Abstract

ÖZET Ekonomistler ve düşünürler, gelişmiş ülke ekonomilerini etkileyen ve gelişmekte olan ve yoksul ülke halklarına gölge düşüren ekonomik krizler ışığında, çözümlerden biri olarak küçük ve orta ölçekli işletmelerin önemine dikkat çekmişlerdir. Bu projeler, krizlerin nedenlerinin, ekonomik ve sosyal sorunların ortadan kaldırılmasına, yoksulluğun sona erdirilmesi ve işsizlik oranlarının düşürülmesi yoluyla sürdürülebilir kalkınmanın sağlanmasına katkıda bulunabilir. Maddi ve insan kaynakları çoğu zaman optimal olarak kullanılmamakta ve etkin kalkınma programlarına yönlendirilmemekte ve geliştirilmekte katkıda bulunsalar bile bu gelişme yenilenebilir ve sürdürülemez değildir ve başarısız ve düşünülmemiş ekonomi politikaları nedeniyle zenginlik çoğunlukla tüketime yöneliktir. Bu projelerin mevzuat ve çalışmalarını düzenleyen ve destekleyen kanunlar yoluyla korunması amacıyla Maliye Bakanlığı ve Irak Merkez Bankası tarafından temsil edilmekte ve bankaların bu projeleri destekleme ve finanse etmede karşılaştıkları zorluk ve zorluklara atıfta bulunmaktadır. ABSTRACT Economists and thinkers drew attention to the importance of small and medium enterprises as one of the solutions in light of the economic crises affecting the economies of developed countries and casting a shadow over the peoples of developing and poor countries. These projects can contribute to eliminating the causes of crises and economic and social problems، and achieving sustainable development by ending poverty and reducing unemployment rates. Material and human resources are often not used optimally and directed to effective development programs، and even if they contribute to development، this development is not renewable and unsustainable، and wealth is often directed towards consumption due to unsuccessful and unconsidered economic policies. In this research، the role of financial institutions، such as banks، with different orientations، traditional or Islamic، will be explained in helping these projects achieve success and continue to provide the necessary funding on easy terms under the supervision of the financial and monetary authority represented by the Ministry of Finance and the Central Bank of Iraq for the purpose of protecting these projects through regulations And the laws regulating and supporting its work، and referring to the challenges and difficulties that banks face in supporting and financing these projects. The research deals with the role of government institutions in supporting small projects represented by productive business incubators، which is one of the institutions of the Ministry of Labor and Social Affairs. As for the term sustainable development، its concept، what is the sustainable development strategy according to Islamic law، the factors affecting it، what are the indicators for measuring it، the relationship of small projects to their achievement، and the impact of these projects on social and economic development، the research will be sufficient. As for the previous studies، some sources were available that deal with the subject of the research and its problem in other Arab and foreign countries، such as books، master’s theses، doctoral theses، legal texts، reports through the Internet، statistical data for use in the research. In the research، the narrative analysis method is used to show the extent to which the research hypothesis has been achieved in order to answer the following questions: 1- What is meant by sustainable development? And what are its dimensions? 2- What is the concept of sustainable development according to the Islamic perspective? 3- What are the challenges and obstacles facing small projects to achieve sustainable development? 4- What is the impact of financing in general and Islamic financing in particular on achieving sustainable development?
