Türk Dış Politikasında Kamu Diplomasisi: Afrika-Nijerya Örneği

Abstract

ÖZ Kamu diplomasisi kavramı devletlerin uzun vadeli çıkarlarını gerçekleştirme adına dış politika stratejileri arasında sıkça tercih edilen bir politik hamledir. Kavram özü itibariyle yabancı devlet halkları üzerinde sert güçten ziyade yumuşak güç kaynakları ile etki bırakmayı ve iki devlet arasındaki ilişki seyrinin devlet-toplum nezdinde ilerlemesini içermektedir. Çalışma Türkiye’nin dış politikasında kamu diplomasisinin yerine ve önemine, kamu diplomasisi politikaları üreten kurumların faaliyetlerine ve etkisine, Sahra-altı Afrika’da Türkiye’nin kamu diplomasisi politikalarına ve bu politikaların Türkiye Afrika ilişkilerindeki yansımalarına odaklanmaktadır. Çalışma üç ana bölümden oluşmakla birlikte ilk bölümde temel olarak diplomasi kavramına ve diplomasinin tarihsel gelişim süreçlerine daha sonrasında ise diplomasi türlerine odaklanılmıştır. Kamu diplomasisi teriminin teorik olarak bahsedildiği birinci bölümde; kamu diplomasisinin kavramsal boyutta ortaya çıkış ve gelişim süreçlerine, kamu diplomasisi türlerine, araçlarına ve geleneksel diplomasi ile kamu diplomasisi arasındaki ilişkiye değinilmiştir. Birinci bölümde son olarak ise güç ile kamu diplomasisi ilişkisine değinilerek yumuşak güç ve kamu diplomasisi arasındaki bağlantıya vurgu yapılmıştır. İkinci bölümde kamu diplomasisi kavramı Türk dış politikası üzerinden incelenmiştir. Türk dış politikasında kamu diplomasisi kavramının gelişimi zamansal olarak sınırlandırılmış ve Atatürk döneminden günümüze kadar dış politika açısından önemli zamansal bölümlere ayrılmıştır. Üçüncü ve son bölümde ise bölge çalışmaları doğrultusunda Türkiye-Afrika ilişkileri kamu diplomasisi üzerinden incelenmiştir. Türkiye’nin Afrika açılımı ile beraber kamu diplomasisi politikalarının yeri, önemi, etki ve sonuçları irdelenmiş, akabinde ise Türkiye-Nijerya ilişkilerine kamu diplomasisi politikaları doğrultusunda sosyal, ekonomik ve siyasi boyutlarıyla bakılmıştır.

ABSTRACT The concept of public diplomacy is a Dec preferred political move among foreign policy strategies in order to realize the long-term interests of states. As a matter of essence, the concept includes exerting influence on the peoples of foreign states with soft power sources rather than hard power, and the course of the relationship between the two states Dec progressing in the eyes of the state and society. The study focuses on the place and importance of public diplomacy in Turkey's foreign policy, the activities and influence of institutions producing public diplomacy policies, Turkey's public diplomacy policies in sub-Saharan Africa and the reflections of these policies on Turkish African relations. Although the study consists of three main parts, the first part mainly focuses on the concept of diplomacy and the historical development processes of diplomacy, and then on the types of diplomacy. In the first chapter, where the term public diplomacy is mentioned theoretically, the processes of emergence and development of public diplomacy in the conceptual dimension, the types and tools of public diplomacy, and the relationship between traditional diplomacy and public diplomacy Dec discussed. Finally, in the first chapter, the relationship between power and public diplomacy was mentioned and the Dec between soft power and public diplomacy was emphasized. In the second part, the concept of public diplomacy is examined through Turkish foreign policy. The development of the concept of public diplomacy in Turkish foreign policy is temporally limited and divided into important temporal sections from the time of Ataturk to the present day in terms of foreign policy. In the third and final section, Turkey-Africa relations were examined through public diplomacy in line with regional studies. The place, importance, impact and consequences of public diplomacy policies along with Turkey's African opening were examined, and then Turkey-Nigeria relations were examined in their social, economic and political dimensions in accordance with public diplomacy policies.
