Zorunlu Deprem Sigortasının Toplumdaki Farkındalığı: Karabük İli Örneği

Abstract

ÖZ Ülkemizde en fazla meydana gelen doğal afet türünü depremler oluşturmaktadır. Maddi ve manevi olarak büyük yıkımlara sebep olan depremlerin verdiği hasarları karşılamak için Doğal Afet Sigortaları Kurumu (DASK) kurulmuştur. Kurulan bu sigorta kurumunun amacı Zorunlu Deprem Sigortası (ZDS) edindirme ve halkı bu konuda bilinçlendirmek olmuştur. Ancak ülkemizde sigorta kavaramı hak ettiği değeri görmemekte olup, ZDS’na olan talep artışı yeterli seviyelere ulaşamamıştır. Bu çalışmada Zorunlu Deprem Sigortası’nın Dünyadaki uygulamalarını ve ülkemizdeki uygulanma şeklini de araştırdıktan sonra 24 sorudan oluşan bir anket ile Karabük şehrinde ZDS üzerine toplumdaki algı ve düşünceler incelenmeye çalışılmıştır. Bu anket sonuçlarına göre toplumun büyük bir çoğunluğunun deprem felaketi ile karşı karşıya gelmiş olmasına rağmen bu konuda sigorta yaptırmadığı, yaptıranların ise sigorta şirketi ile yapılan poliçe bilgilerini hiç okumadığı gözlemlenmiştir. Yine düzenlenen poliçeler hakkında sigorta şirketleri ya da aracılar tarafından detaylı bilgi verilmediği ve herhangi bir hasar ile karşı karşıya kalmadıkları için sigortayı yenilemek ya da tekrar yaptırmak istemedikleri görülmüştür.

ABSTRACT Earthquakes are the most common type of natural disaster in our country. The Natural Catastrophe Insurance Pool (DASK) was established to cover the damages caused by the earthquakes that caused great material and moral destruction. The aim of this insurance institution was to obtain Compulsory Earthquake Insurance (ZDS) and to raise awareness of the public on this issue. However, in our country, the concept of insurance does not see the value it deserves, and the increase in demand for ZDS has not reached sufficient levels. In this study, after investigating the applications of Compulsory Earthquake Insurance in the world and the way it is applied in our country, it was tried to examine the perceptions and thoughts of the society on ZDS in the city of Karabuk with a questionnaire consisting of 27 questions. According to the results of this survey, it was observed that the majority of the society did not take out insurance on this issue, although they were faced with an earthquake disaster, and those who did have never read the policy information made with the insurance company. It was also observed that detailed information was not provided by insurance companies or intermediaries about the policies issued and they did not want to renew the insurance or have it re-issued because they did not face any damage.
