Madeni Paradan Dijital Paraya: İslami Finans İlkeleri Doğrultusunda Kripto Paraların İncelenmesi

Abstract

ÖZ İnsanlığın varoluşundan bu yana sosyal ve ekonomik ihtiyaçların karşılanabilmesi için çeşitli mübadele araçlarına ihtiyaç duyulmuştur. Geçmişten günümüze kadar gerçekleşen bu tarihi serüven içerisinde deniz kabukları, altın, gümüş, banknot gibi birçok çeşitli araç kullanılmıştır. Teknolojinin gelişmesiyle birlikte bilgisayar ortamına giren para elektronik cihazlara aktarılarak işlem görmeye başlamış ve sanal ortamda birçok çeşidi çıkmıştır. Bu paraların belirli bir kısmı devlet otoritesi ile piyasaya sürülen paraların dijital temsilini sağlarken, bir kısmı ise herhangi bir otoriten bağımsız bir şekilde üretilmiştir. Zaman içinde kullanım zorluğu ve gelişen teknolojiyle birlikte birçok kez şekil değiştiren para, günümüzde büyük tartışmalara neden olan yeni bir para birimi olarak nitelendirilmek istenilen Kripto para birimlerini gündeme getirmiştir. 2009 yılında piyasaya sürülen ilk Kripto para birimi olan Bitcoin ademi merkeziyetçi yapısıyla dikkatleri üstüne çekmiş ve kullanıcılar tarafından yoğun ilgi görmüştür. Kripto para birimleri hızlı transfer ve düşük maliyet avantajları tercih edilme sebebi olurken, merkezi olmayan bir yapıya sahip olması, yasal düzenlemelerinin olması, değerindeki aşı dalgalanmalar olması gibi birçok riski de beraberinde getirdiği için soru işaretlerine neden olmuştur. Bu risklerle birlikte kullanımın uygun olup olmaması özellikle İslami finans açısından birçok dini kurum ve İslam âlimi tarafından görüş ayrıklarına sebep olmuştur. Bu çalışmada; Geçmişten günümüze kadar değişim gösteren paranın tarihi serüveni ele alınmış ve İslami finans ilkeleri incelenerek literatür ve görüşler doğrultusunda kripto para birimleri ile ilişkilendirilerek değerlendirilmiştir.

ABSTRACT Since the existence of humanity, various means of exchange have been needed to meet social and economic needs. In this historical adventure that has taken place from the past to the present, many various tools such as sea shells, gold, silver and banknotes have been used. With the development of technology, the money entering the computer environment has started to be processed by transferring to electronic devices and many types have emerged in the virtual environment. While some of these coins provide the digital representation of the coins released with the state authority, some of them were produced independently of any authority. Money, which has changed shape many times over time with the difficulty of use and developing technology, has brought Cryptocurrency to the agenda, which is desired to be described as a new currency that causes great controversy today. Bitcoin, the first Cryptocurrency released in 2009, attracted attention with its decentralized structure and attracted great interest from users. While cryptocurrencies are preferred because of their fast transfer and low cost advantages, they have caused question marks as they bring many risks such as having a decentralized structure, legal regulations, and fluctuations in value. Whether it is appropriate to use with these risks, especially in terms of Islamic finance, has caused disagreements by many religious institutions and Islamic scholars. In this study; The historical adventure of money, which has changed from the past to the present, has been discussed and the principles of Islamic finance have been examined and evaluated in relation to cryptocurrencies in line with the literature and opinions.
