Türk Cumhuriyetlerinin İşbirliği ve Sosyo-Ekonomik Potansiyeli Bağlamında Türk Devletleri Teşkilatı

Abstract

ÖZ Soğuk Savaş döneminin sona ermesinin ardından dünyanın siyasi coğrafyasında ve güç dengelerinde önemli değişiklikler yaşanmıştır. İki kutuplu dünya düzeninde çok kutupluluk tartışmaları başlarken, uluslararası sistemde yeni güç odakları şekillenmeye başlamıştır. Bu süreç, Türkiye’nin önemi ve rol değişikliği konusundaki tartışmaları beraberinde getirirken din, dil ve kültür alanında ortak değerleri paylaşan muazzam bir alan üzerinde iş birliği fırsatını doğurmuştur. Bu bağlamda “Türk Dünyası” kavramı önemli bir kavram olarak ortaya çıkmıştır. Başlangıçta “romantik bir söylem” olduğu zannedilen bu kavramın zamanla bir realite olduğu kabul edilmiştir. Böylelikle, Türkiye’nin önünde bağımsız Türk devletleriyle gerek iki taraflı ilişkiler gerekse çok taraflı iş birliği fırsatı doğmuştur. 1991’dan günümüze kadar otuz yılı aşkın bir sürede bahsi geçen iş birliği alanında önemli mesafe kat edilmiştir. Bugün iş birliği alanında gelinen noktanın memnun edici bir düzeyde olduğu söylenebilir. Zira, günümüzde uluslararası sistemde yoğun şekilde yaşanan değişim ve dönüşümlere rağmen söz konusu alanda yüksek düzeyde iş birliği ve stratejik ortaklıkların kurulması bir çok engellerle karşılaşmaktadır. Bu süreçte çok taraflı ilişkiler alanındaki en önemli gelişme 2009’da Türk Devletleri Teşkilatı’nın kuruluşu olmuştur. Bu konuda yapılan tez çalışması üç bölümden oluşmaktadır. Birinci bölümde Türk dünyasının jeopolitik konumu ve Türk devletlerinin siyasi görünümü ele alınmıştır. Burada Türk dünyası kavramına açıklık getirilmiş, Türk dünyasının siyasi, jeopolitik, ekonomik durumu, ayrıca kültür potansiyeli konusunda bilgi verilmiştir. İkinci bölümde Türk devletlerinin ekonomik durumu, ayrıca Türk dünyasının ortak kültür potansiyeli ele alınmıştır. Üçüncü bölümde entegrasyon ve iş birliğinin kavramsal çerçevesi belirlenmiş, Türk devletlerinin üye oldukları bölgesel örgütlenmeler konusunda bilgi verilmiş, ayrıca Türk Devletleri Teşkilatının kuruluşu, yapısı, genişleme süreci ve faaliyetlerinden bahsedilmiştir.

ABSTRACT Important changes were experienced in the political geography and power balance of the world following the end of the Cold War period. While discussions began on multi-polarity in the bi-polar world, new power centers began to form in the international system. Even though this process brought with it debates on Türkiye’s (Turkey) importance and changes to its role, it created the opportunity for cooperation in an enormous area sharing common values in the realms of religion, language, and culture. In this context, the “Turkish World” emerged as an important concept. Assumed to be a “romantic rhetoric” in the beginning, the concept was eventually accepted as a reality. Thus, an opportunity arose for Türkiye to develop both bilateral and multilateral relations with the independent Turkic states. A lot of ground was covered in the area of cooperation in the more than thirty years that have passed since 1991. It can be said today that cooperation has reached a satisfactory level. This has been achieved despite the many challenges being faced in terms of establishing high level cooperation and strategic partnerships, triggered by the profound changes and transformations taking place in the international system today. The most important development to take place in the realm of multilateral relations during this process has been the founding of the Organization of Turkic States in 2009. This organization allows Turkic states to carry out economic and cultural cooperation amongst each other. The founding members of the organization are Türkiye, Kyrgyzstan, Kazakhstan, and Azerbaijan. Uzbekistan joined the organization in the year 2019. In this respect, the dissertation study at hand is comprised of three chapters. The first chapter deals with the geopolitical position of the Turkish world and the political outlook of Turkic states. The said chapter clarifies the concept of the Turkish world, and provides information on the political, geopolitical, and economic situation as well as the cultural potential of the Turkish world. The second chapter deals with the economic situation of Turkic states, as well as the common cultural potential of the Turkish world. The third chapter determines the conceptual framework of integration and cooperation, provides information on the regional organizations for which Turkic states have membership, and also talks about the founding, structure, expansion process, and activities of the Organization of Turkic States.
