ABD ile Çin Arasındaki Ticaret Savaşlarının Türkiye’nin Dış Ticareti Üzerine Etkisi

Abstract

ÖZ Ülkelerin dış ticaret hacmi önemli bir makroekonomik değişkendir, nitekim ülkelerin dış ticaret hacmi ile dış ticarete ilişkin diğer tüm faaliyetleri onların makroekonomik performansını önemli ölçüde etkileme potansiyeline sahiptir. Bununla birlikte, küreselleşen ekonomi ulusal ekonomilerin birbirlerine daha fazla eklemlenmesi ve daha üst seviyede entegre olması sonucunu beraberinde getirmiştir. Bu durum ise ülke dışında yaşanan olay ve tecrübe edilen durumların diğer ülkeler nezdinde daha üst seviyelerde ve daha kısa sürede sonuç doğurmasına sebep olmaktadır. ABD-Çin ticaret savaşları da tüm dünyada olduğu gibi Türkiye’de de etkilerini göstermiştir. ABD başkanı Donald Trump, henüz seçim kampanyasının sürdürüldüğü dönem itibaren Çin’e ve önceki yönetim(ler)in politikalarına karşı eleştirilerinin merkezine ABD’nin Çin’le gerçekleşen ikili dış ticaretin neden olduğu ticaret açığını yerleştirmiştir. Böylece başkan seçildikten sonra özellikle de 2018 yılından itibaren Çin’e karşı “ticaret savaşı” olarak adlandırılan korumacı politikaları yoğun bir şekilde izlemeye başlamıştır. Nitekim ABD başkanı Donald Trump seçim kampanyası döneminde, ABD'nin İkinci Dünya Savaşı’ndan bu yana savunduğu uluslararası serbest ticaret uygulamalarıyla çelişse de açıkça korumacı bir ekonomi politikası söylemi kullanmıştır. Ticaret anlaşmalarının yeniden oluşturulması ve yeniden düzenlenmesi, bireyler ve şirketler için vergilerin düşürülmesi ve özellikle altyapı ve savunma alanlarında mali teşvik politikalarının uygulanmasına dayanan bu ekonomi politikasına “Trumponomics” adı da verilmektedir. Bu çatışmacı tutum ABD-Çin arasında daha kapsamlı bir mücadeleyi tetiklemiştir ve bir “ticaret savaşına” dönüşmüştür. ABD-Çin ticaret savaşları hemen hemen tüm ülke ekonomilerini değişen oranlarda ve boyutlarda etkilemiştir. Bu sürtüşmeden etkilenen ülkelerden biri de şüphesiz Türkiye’dir. Bu çalışmanın konusu ise 2018 – 2020 döneminde temelde ABD ile Çin arasında vuku bulan ve kısa sürede tüm dünya ekonomisini etkiler hale gelen “ABD-Çin ticaret savaşları”nın Türkiye’nin dış ticareti üzerindeki olası etkileridir. Nitekim ticaret savaşları ülkelerin dış ticaretini özellikle döviz kurları üzerinden etkilemiştir. Bu amaç doğrultusunda, ampirik metodoloji olarak En Küçük Kareler zaman serisi regresyon yöntemi uygulanmıştır. Gerçekleştirilen ampirik analiz neticesinde ABD-Çin ticaret savaşlarının Türkiye’nin dış ticaret hacmini arttırdığı anlaşılmıştır. Bununla birlikte, Türkiye ekonomisinin büyüme oranlarındaki artışın, enflasyon oranlarının da Türkiye’nin dış ticaret hacmini arttırdığı, Kur oranlarındaki artışın ise negatif etkisi bulunduğu sonuçlarına ulaşılmıştır.

ABSTRACT The foreign trade volume of the countries is an important macroeconomic variable, as a matter of fact, the foreign trade volume of the countries and all other activities related to foreign trade have the potential to significantly affect their macroeconomic performance. However, the globalizing economy has led to the fact that national economies are more articulated and integrated at a higher level. This situation, on the other hand, causes the events and experienced situations outside the country to have results at higher levels and in a shorter time before other countries. The US-China trade wars also showed their effects in Turkey as well as in the rest of the world. US President Donald Trump has placed the trade deficit caused by the bilateral foreign trade of the USA with China at the center of his criticisms against China and the policies of the previous administration(s) since the election campaign period. Thus, after he was elected president, especially since 2018, he started to follow the protectionist policies, called the “trade war” against China, intensively. As a matter of fact, US President Donald Trump used a protectionist economic policy discourse during his election campaign, even though it contradicts the international free trade practices that the USA has been advocating since the Second World War. This economic policy, which is based on the re-establishment and reorganization of trade agreements, the reduction of taxes for individuals and companies, and the implementation of fiscal incentive policies, especially in the fields of infrastructure and defense, is also called “Trumponomics”. This confrontational attitude triggered a more comprehensive struggle between the USA and China and turned into a “trade war”. The US-China trade wars have affected almost all countries' economies at varying rates and sizes. One of the countries affected by this friction is undoubtedly Turkey. The subject of this study is the possible effects of the "US-China trade wars", which took place between the USA and China in the 2018-2020 period and affected the whole world economy in a short time, on Turkey's foreign trade. As a matter of fact, trade wars have affected the foreign trade of countries especially through exchange rates. For this purpose, Least Squares time series regression method was applied as an empirical methodology. As a result of the empirical analysis, it was determined that the US-China trade wars increased the Turkey’s foreign trade volum. However, it has been concluded that the increase in the growth rates of the Turkish economy and the inflation rates increase the foreign trade volume of Turkey, while the increase in the exchange rate has a negative effect.
