Afganıstan’ın Dış Politikası: Kuramsal Yaklaşım ve Uygulama Meseleleri (2014-2021)

Abstract

ÖZET Afganistan’ın 1919’daki bağımsızlığından yüzyılı aşkın bir zaman geçmesine rağmen, bağımsızlık ve inisiyatif konusu hala en çok tartışılan konulardan biridir. Bugün Afganistan, bağımsızlığından bu yana küresel güçlerin rekabeti nedeniyle hassas bir dönemden geçmektedir. Bir devlet olarak ortaya çıktığı günden bu yana belli kesintilere rağmen Afganistan için istikrar meselesi her zaman öncelikli sorunların başında gelmiştir. Bu durumun ortaya çıkmasında etkili olan pek çok sebep vardır. Fakat asıl dikkat çeken husus büyük devletlerin bölge uğruna giriştikleri rekabet sırasında Afganistan’ı bir çatışma alanı olarak kullanmalarıdır. Bu yüzden Afganistan’ın dış siyaset ve istikrar sorunu bağlamında küresel ve bölgesel güçlerin tutum ve hamleleri önemli rol oynamaktadır. Son yüzyılda yaşanan jeopolitik gelişmeler bu ülkenin iç ve dış durumunu doğrudan etkilemiştir. Afganistan bağımsız bir devlet olarak bölgede yalnızca Soğuk Savaş sonrası jeopolitik rekabet ekseninde değil, ülkenin bağımsızlığına kavuşmasından bugüne kadar büyük güçlerin dikkatini çekmektedir. Afganistan’ın bağımsızlık sonrası dış politikası, jeopolitik düzen ve bölgenin jeopolitik güvenlik yapısındaki değişim dönemlerinde, her dönemin büyük güçleriyle ilişkiler kurmada tarafsızlık ve denge stratejisine yönelmiştir. 11 Eylül saldırıları Afganistan açısından son derece önemli bir olaydır; nitekim bu olayın ardından yeniden ABD’nin hedefi haline gelmiştir. Araştırmada, bu olaydan sonraki süreçte dış politika hareketleri, kapsamı, eylemleri ele alınırken, Afganistan dış siyasetinin üç sütunu ve beş çerçevesi kapsamında genel bakış sunmaya çalışılmıştır. Afganistan dış politikasını kuramsal bakış açısı ve uygulama yönünden ele alan bu çalışma üç bölümden oluşmaktadır. Birinci bölümde, Afganistan’ın dış politikasının epistemolojik temelleri ele alınmıştır. İkinci bölümde, uygulamada Afganistan’ın bölge ülkelerine yönelik dış siyaseti ve uluslararası sistemle etkileşimi ortaya konulmuştur. Üçüncü bölümde ise Afganistan’ın dış politikası, ikili ilişkiler bağlamında incelenmiştir.

ABSTRACT More than a century has passed since the independence of Afghanistan in 1919, the issue of independence and initiative is still one of the topics discussed. Today, Afghanistan is going through a critical period due to the competition of world powers. Since its emergence as a state, the issue of stability has always been one of the primary problems for Afghanistan. There are many reasons for this situation to occur. But the main point is, using Afghanistan as a conflict zone during the competition of big countries for the region. Because of this, in the framework of foreign policy and the problem of Afghanistan's stability, the attitudes and movements of global and regional powers play an important role. The geopolitical developments of the last century have directly affected the internal and external situation of this country. As an independent state, Afghanistan has attracted the attention of great powers in the region not only on the axis of geopolitical competition after the Cold War, but also since the country's independence. Afghanistan's foreign policy after independence during the periods of change in the geopolitical order and geopolitical security structure of the region, in establishing relations with the great powers of each period, it has tended towards the strategy of neutrality and balance. The September 11 attacks are an extremely important event for Afghanistan; as a matter of fact, after this incident, it became the target of the USA again. In this study, while discussing the foreign policy movements, scope and actions in the period after this event, it has been tried to provide an overview within the scope of three pillars and five frameworks of Afghanistan's foreign policy. This study, which deals with Afghanistan's foreign policy from a theoretical and practical point of view, consists of three parts. In the first part, the epistemological foundations of Afghanistan's foreign policy are discussed. In the second part, Afghanistan's foreign policy towards regional countries and its interaction with the international system are presented in practice. In the third part, Afghanistan's foreign policy is examined in the context of bilateral relations.
