Türk Siyasal Hayatında Popülizm: Tansu Çiller Örneği

Abstract

ÖZ Popülizm çoğunlukla yarışmacı siyasal sistemlerde ortaya çıkan bir olgudur. Farklı ülkelerde ve farklı tarihsel toplumsal koşullara bağlı olarak çeşitli biçimlerde karşımıza çıkabilmektedir. Popülizm, siyaset bilimcilerin üzerinde odaklandıkları kavramların başında gelmektedir. Popülizm sıkça kullanılan bir kavram olmakla birlikte henüz üzerinde uzlaşılmış bir tanımı yoktur. Bu çalışmanın ilk bölümünde popülizm kavramı, popülizm olgusu ve tarihsel toplumsal bir gerçeklik olarak popülizmin gelişimi ve farklı ülkelerde karşımıza çıkan biçimleri üzerinde durulmaktadır. Daha sonraki bölümde ise Türkiye’de popülizm olgusu ve popülizm kavramının gelişim süreci ele alınmakta ve bu bağlamda özellikle II. Meşrutiyetin dönemi ve halkçılık ideolojisi üzerinde yoğunlaşılmaktadır. Bunun akabinde de Türkiye’de popülizmi doğuran tarihsel ve toplumsal nedenler açıklanmaya çalışılmaktadır. Diğer toplumlarda olduğu gibi Türkiye’de de popülizm gerek bireysel gerekse toplumsal düzeyde öznel bir tercih meselesi olmaktan ziyade nesnel toplumsal koşulların yarattığı bir sonuç durumundadır. Çalışmanın son ve temel bölümünde 1991-2002 yılları arasında Türkiye’de aktif siyasetin içerisinde yer almış ilk kadın Başbakan olan Tansu Çiller söylem ve politikalar düzleminde ele alınmakta ve Tansu Çiller’in popülizminin özgün yanları ile birlikte onun popülizminin Türkiye’nin kendine özgü yapısal ve tarihsel koşulları ile ilişkisi saptanmaya çalışılmaktadır.

ABSTRACT

Populism is a phenomenon that occurs mostly in competitive political systems. It can appear in various forms in different countries and depending on different historical social conditions. Populism is one of the concepts that political scientists focus on. Although populism is a frequently used concept, there is no agreed definition yet. The concept with which populism is most confused is democracy. It is very difficult to fully distinguish populism from the concept of democracy. In the first part of this study, the concept of populism, the phenomenon of populism and the development of populism as a historical social reality and its forms in different countries are emphasized. In the next section, the phenomenon of populism in Turkey and the development process of the concept of populism are discussed, and in this context, especially in the Second World War. It focuses on the period of the Constitutional Monarchy and the ideology of populism. Subsequently, the historical and social reasons that gave birth to populism in Turkey are tried to be explained. In Turkey, as in other societies, populism is a result of objective social conditions rather than being a matter of subjective preference at both individual and social level. In the last and main part of the study, Tansu Çiller, who was the first female Prime Minister to take part in active politics in Turkey between the years 1991-2002, is discussed in terms of discourse and politics, and the unique aspects of Tansu Çiller's populism as well as the unique structural and historical aspects of her populism in Turkey. trying to determine its relationship with the conditions.
