Uluslararası İlişkilerde Çok Uluslu Şirketlerin Rolü ve Etkileri: ABD ve ÇİN Örneği

Abstract

ÖZ Bu çalışmada, ilk oluşumlarına çok eski tarihlerde rastladığımız çok uluslu şirketlerin dünyadaki ilk ticari faaliyetlerden başlayarak uluslararası ticaretin tarihsel gelişimi çerçevesinde bir bütün olarak ele alınarak günümüz uluslararası ilişkiler disiplini içerisinde varlığını sürdüren devletlerin birbirleri ile olan ilişkilerinde hangi konumda yer aldıkları, ne gibi etki kapasitesine sahip oldukları, devletlerin dış politik kararlarında ne derece yönlendirme kabiliyetleri oldukları sorusunun cevabı yanıtlanmaya çalışılmış ve çalışmada ele alınan ABD ve Çin devletlerinin son dönemde öne çıkan hegemonya mücadelesinde ne gibi etkilerinin olduğu anlaşılmaya çalışılmıştır. Yine buna ek olarak çalışma da ele alınan ABD ve Çin devletlerinin tarihsel gelişimleri de kronolojik olarak ele alınarak hegemonya mücadelesine nasıl girdikleri anlaşılmaya çalışılmış ve bu iki devletin hegemonya mücadelesine ilişkin çıkarımlarda bulunulmuştur. Çalışmada ABD ve Çin’in bölgesel politikaları çok uluslu şirketlerin söz konusu bölgedeki faaliyetleri ile ortak bir biçimde ele alınarak çalışmanın sonucuna ulaşılmaya çalışılmıştır. Çalışmanın ortaya konulması sürecinde elde edilen bulgular ve kapsamlı araştırmalar neticesinde çok uluslu şirketler önceden olduğu gibi günümüzde de devletler arası ilişkilerde önemli bir aktör olma özelliğini korumaktadır. Çok uluslu şirketler bugün ulus devletler açısından bir müzakere kozu ve yaptırım aracı olduğu gibi devletlerin stratejik ve gizli dış politika hamlelerinde de arka planda etkili bir biçimde yer alarak devletleri yönlendirme kapasitesine sahip olduğu anlaşılmıştır.

ABSTRACT In this study, it has been tried to answer the question of the position of multinational corporations, whose first formations we have come across in ancient times, in the relations of the states that continue to exist in today's international relations discipline, what kind of influence capacity they have, to what extent they have the ability to direct the foreign policy decisions of the states, and what kind of effects they have on the hegemony struggle of the US and Chinese states that have come to the fore in the recent period. In addition to this, the historical development of the US and Chinese states, which are discussed in the study, has been chronologically analyzed to understand how they entered the struggle for hegemony and inferences have been made regarding the struggle for hegemony of these two states. In the study, the regional policies of the USA and China were analyzed in conjunction with the activities of multinational corporations in the region in question, and the conclusion of the study was tried to be reached. As a result of the findings obtained in the process of presenting the study and as a result of extensive research, multinational corporations remain an important actor in inter-state relations today as they were before. It has been understood that multinational corporations have the capacity to direct states by effectively taking place in the background in the strategic and secret foreign policy moves of states, as well as being a negotiation leverage and sanction tool for nation states today.
