Çin Halk Cumhuriyeti’nin Güvenlik ve İstihbarat Yaklaşımlarının Uluslararası İlişkilere Etkisi

Abstract

ÖZ Çin halkı, 1839 ve 1860 yılları arasında geçen Afyon Savaşlarını ve sonrasında yaşananları unutamamıştır. Çin halkının utanç yüzyılı yaşamasına neden olan bu savaştan bir asır sonra Çin Halk Cumhuriyeti’nin 1949 yılında bağımsız bir devlet olarak ortaya çıkmasına rağmen uluslararası olarak tanınmayışı ve dışlanmışlığı nedeniyle geçmişten gelen güvensizlik algısına sahiptir. Bu nedenle de Çin Halk Cumhuriyeti dış politikasında daha şüpheci davranmaktadır. Ancak, 1970’li yıllarda atılan adımlar ile başlayan gelişim ve kalkınma süreci ile Çin Halk Cumhuriyeti günümüzdeki önemli aktörlerden birisi haline gelmiştir. Uluslararası politikada giderek güçlenen ve etkisini ortaya koyan Çin Halk Cumhuriyeti, güçlenmesi ve artan etkisi ile paralel söylemlerini de sertleştirmektedir. Çıkar ve tehdit alanını da arttırmakta olan Çin Halk Cumhuriyeti, güvenliğini sağlayabilmek, çıkarlarını koruyabilmek ve caydırıcılık oluşturabilmek amacıyla askeri kuvvetlerini modernize ederek güçlendirmektedir. Aynı zamanda mevcut uluslararası sistemi çok uluslu bir yapıya dönüştürmeye çalışan Çin Halk Cumhuriyeti’nin atmış olduğu adımlar ise başta ABD olmak üzere diğer ülkelerde “Çin tehdidi” düşüncesinin oluşmasına neden olmuştur. Bu çalışmada ise birbirine bağlı ve birbirinden ayrı düşünülemeyecek olan güvenlik ve istihbarat kavramlarının Çin Halk Cumhuriyeti’nin dış politikasından hareketle nasıl algılandığı ve bu kavramlara yönelik davranışlarının ulusal ve uluslararası etkilerinin neler olduğunu araştırılmaktadır. Çin Halk Cumhuriyeti’nin güvenlik ve istihbarat kavramlarını nasıl algıladığını ve geliştirdiğini siyasi, ekonomik, askeri, siber gibi çeşitli parametreler üzerinden ortaya koyan bu çalışmada öncelikle Çin Halk Cumhuriyeti’nin güvenlik yaklaşımlarında etkili olan unsurlar ile tehdit algılamaları ve belirlenmiş olan ulusal ve uluslararası çıkarlar ortaya konulmuştur. Elde edilen bulgular ise SWOT ve PESTEL analiz yöntemleri ile değerlendirilerek sonuçlandırılmıştır.

ABSTRACT The Chinese people have not forgotten the Opium Wars between 1839 and 1860 and what happened after. Although it emerged as an independent state in 1949, a century after this war, which caused the Chinese people to experience a century of shame, it has a perception of insecurity from the past since the People's Republic of China is not recognized internationally and is excluded. For this reason, the People's Republic of China is more skeptical of its foreign policy. However, with the development and development process that started with the steps taken in the 1970s, the People's Republic of China has become one of the important actors today. The People's Republic of China, which is getting stronger and showing its influence in international politics, is also hardening its rhetoric in parallel with its strengthening and increasing influence. Increasing the area of interest and threat, the People's Republic of China modernizes and strengthens its military forces to ensure its security, protect its interests and create deterrence. At the same time, the steps taken by the People's Republic of China, which is trying to transform the existing international system into a multinational structure, have led to the idea of a "Chinese threat" in other countries, especially the USA. In this study, it is investigated how the concepts of security and intelligence, which are interconnected and cannot be considered separately, are perceived concerning the foreign policy of the People's Republic of China and what are the national and international effects of their behavior towards these concepts. This study, reveals how the People's Republic of China perceives and develops the concepts of security and intelligence through various parameters such as political, economic, military, and cyber, primarily the factors that are effective in the security approaches of the People's Republic of China, threat perceptions and determined national and international interests are revealed. has been placed. The findings were concluded by evaluating with SWOT and PESTEL analysis methods.
