ÖZ
Dil politikaları yeni dünya düzeninde toplumsal inşa süreçlerinin ana faktörlerinden birisi olmanın yanı sıra, büyük devletlerin elinde etkili bir “yumuşak güç” aracı olarak da kullanılmaktadır. Uluslararası ilişkiler disiplininde, demokratikleşme ve küreselleşmeyle birlikte teknolojik gelişmelerin etkileriyle “güç” kavramı değişmektedir. Gücün etkili bir boyutu olarak kabul edilen yumuşak güç kavramı da bu değişimler sonucunda yeniden tanımlanmaktadır. Yumuşak güç, zorlama yerine cazibe yoluyla istenen sonuçlara ulaşma yeteneğidir. Her ne kadar kullandığı sert gücü (Gürcistan, Ukrayna ve Suriye örneklerinde görüldüğü gibi) yumuşak güç politikalarını gölgede bıraksa da Rusya, Soğuk Savaş sonrası dönemde yumuşak güç unsurlarını da etkili bir şekilde kullanmayı, hedeflediği coğrafyalarda kültürel değerlerini ve dilini yaymayı önemsemektedir.
Tez çalışmasının Birinci Bölümü’nde dil politikalarının kuramsal ve kavramsal yönüne değinilmiştir. Bağımsızlık dönemine kadar Azerbaycan’da Rus dilinin statüsü ve uygulanması konusunun ele alındığı İkinci Bölüm’de Çarlık döneminde Rus yönetiminin dil politikaları, Rusya-İran-Osmanlı rekabeti, Rusya-İran muharebeleri ve anlaşmalar konularına değinilmiştir. Üçüncü Bölüm’de Birinci Cumhuriyet ve Sovyetler Birliği dönemlerinde Azerbaycan’da dil politikaları, Dördüncü Bölüm’de ise Azerbaycan’ın bağımsızlık dönemi dil politikası ve Rus dilinin kullanım alanları, Azerbaycan kamuoyunda Rusçaya ilişkin tartışmalar, orta ve yüksek öğretim kurumlarının müfredatları, kamu kurumlarında Rusçanın kullanılması ve Rusça medya, Azerbaycan’da faaliyet gösteren okulların Rus birimleri ve ülkede gayri resmi olarak ikinci dil statüsünde olan Rusçanın kullanım oranı ve etkisi incelenmiştir. Sonuç bölümünde, çalışma neticesinde ortaya çıkan tespit ve değerlendirmelere yer verilmiştir.
ABSTRACT
Language policies, in addition to being one of the main factors of social construction processes in the new world order, also used as an effective "soft power" tool in the hands of big countries. In the discipline of international relations, the concept of "power" is changing with the effects of technological developments along with democratization and globalization. The concept of soft power, which is accepted as an effective dimension of power, is also redefined as a result of these changes. Soft power is the ability to achieve desired results through attraction rather than coercion. Although the hard power it uses (as seen in the examples of Georgia, Ukraine and Syria) overshadows its soft power policies, Russia cares about using soft power elements effectively and spreading its cultural values and language in the geographies it targets.
In the First Part of the thesis are discussed the theoretical and conceptual aspects of language policies. In the Second Part, analyzed the status and implementation of the Russian language in Azerbaijan until the independence period, examined the language policies of the Russian administration during the Tsarism period, the Russian-Iranian-Ottoman rivalry, the Russian-Iranian wars and agreements. In the Third Part, language policies in Azerbaijan during the First Republic and Soviet Union periods, in the fourth part were examined the Russian units of the schools operating in Azerbaijan, the rate and effect of the using of Russian which is an unofficial second language in the country. These studies were done under the headings of “Language Policy and Use of the Russian Language in the Independence Period”, “Debates on Russian Language in the Public Opinion of Azerbaijan”, “Curriculum of Secondary and Higher Education Institutions”, “Using the Russian Language in Public Institutions” and “Russian-language Media”. In the Conclusion Section has been showed the findings and evaluations that emerged as a result of the study.
