Beş Tarz-ı Siyaset ve Kitab-ı Güldeste Siyasetnamelerindeki Yönetim Ahlâkının Yeni Kamu Yönetimi Anlayışındaki Etik İle Mukayesesi

Abstract

ÖZ

Türk yönetim anlayışı; adalet, danışma, dayanışma ve devlet adamlarının ahlâkına ve hukuka dayanmaktadır. Aslında bu dayanakların kaynağı, inançtır. Günümüzde, halk ile devlet arasındaki ilişki tartışılmaktadır. Bu tartışmalar; yönetişim, adalet gibi meseleler üzerinde yaşanmaktadır. Söz konusu münâkaşaların nedeni ise tartışılan konuların uygulamalarında yaşanan aksaklıklardır. Bugüne ışık tutan siyasetnameler, aslında bu sıkıntıların çözüm yollarından biridir. Özetle siyasetnameler, devlet yönetiminde adaletli bir yönetim oluşturulmasını tavsiye eden siyasî, ahlâkî ve dinî nitelikli tavsiyeler içeren eserlerdir. Siyasetnâmeler; yöneticilerin ve memurların nasıl olması gerektiği hakkında yol göstericidir. Aslında yönetim ahlâkının kılavuzudur. Yeni kamu yönetimi anlayışındaki etik kavramı ise, yönetim ahlâkının modern dönemdeki karşılığı olup evrensel niteliğe sahip, iyi veya kötüyü belirleyen bir çözümlemedir. Bu noktada yeni kamu yönetimi anlayışı çerçevesinde etik kavramının, XVIII. yüzyıl Osmanlı Devleti’nde bulunan yönetimdeki ahlâk ile benzerlik ve farklılıklarının bulunduğu ile karşılaşılmıştır. Bunu somut bir şekilde anlayabilmek için gayriahlâkilikte önem kazanan idari etiğin, Osmanlı’nın sıkıntılı dönemi olan XVIII. yüzyılla karşılaştırılması yapılmıştır. Çalışma, konuyu daha derin ele alabilmek için iki siyasetname ile sınırlandırılmıştır. Bu eserlerden Kitab-ı Güldeste, yönetim sistemine karşı geleneksel eleştirinin son örneklerinden; Beş Tarz-ı Siyaset ise, yeni düzenin tecessüm ettiğini gösteren ilk eserlerdendir. Bu sebeplerle seçilen eserlerin yeni kamu yönetimindeki yönetim ahlâkı ilkeleri ile mukayesesi sonucunda büyük oranda benzerlik ortaya konmuş olup günümüzde yararlanılması gereken niteliğe sahip eserler olduğu görülmüştür.

ABSTRACT Turkish management approach; justice, counseling, solidarity are based on the morality and law of the manager and civil servants. In fact, faith is the source of these grounds. Today, the relationship between the public and the state is discussed. These discussions are on issues such as governance, justice, etc. This is due to the disruptions in the practice of the topics discussed. The politicsbooks, that shed light on today are actually one of the ways to solve these problems. In summary, politicsbooks are works that contain political, moral and religious-based recommendations that recommend a just administration burden of government consultancy. The politicsbooks provid guidance on how the managers and officers should be; it does not provide any information about assigning the next one. Actually, is the guide of management ethics. The ethical concept of the new public management is the modern equivalent of managerial ethics and is a universal analysis that determines good or bad. At this point, it has been determined that the concept of ethics within the framework of the new public management concept has similarities and differences with the ethics in the management in the 18th century Ottoman Empire. In order to understand this in a concrete way, management ethics, which gained importance in immorality, was compared with the eighteenth century, the troubled period of the Ottoman Empire. The study is limited to two political treatises in order to address the subject in more depth. Among these works, Kitab-ı Güldeste is one of the last examples of traditional criticism against the managerial system, while Beş Tarz-ı Siyaset is one of the first works to show the manifestation of the new order. For these reasons, the comparison of the selected works with the principles of management ethics in new public management revealed a great deal of similarity and it was seen that they are still works that should be utilized today.
