ÖZ
Merkantilizmden günümüze kadar geçen süre içerisinde uluslararası ticaret sürekli bir dönüşüm içerisinde olmuştur. Küreselleşmenin de etkisiyle ülke ekonomileri liberal politikalar izlemeye başlamışlardır. Kapalı ekonomilerden açık ekonomilere evrilen bu süreçte dış ticarette korumacı politikalar yerini serbest ticarete bırakmıştır. Devletler dış ticaret politikaları çerçevesinde belirledikleri hedeflere ulaşmak için gümrük vergisi, ihracat kotası gibi bazı araçlar kullanmışlardır. Dünya ülkeleri büyüme hedefleri doğrultusunda ihracata dayalı sanayileşme stratejilerine önem vermiş ve bunları geliştirmeye başlamışlardır. İhracata dayalı büyüme hedefleri ülke ekonomilerinin birbirleri ile olan rekabetlerinin artmasına neden olmuştur. Ulusların rekabet güçlerinin artması birçok faktöre bağlı olarak değişkenlik göstermektedir. Rekabet gücünü etkileyen faktörlerin tespit edilmesi de bu noktada önem arz etmektedir. Bu noktadan hareketle çalışmada uluslararası rekabet gücünü açıklayan modern teorilerden Porter Yaklaşımı (1960) temel alınarak rekabet gücünün belirleyicileri araştırılmıştır. Dunning (1992) tarafından Porter’ın Elmas Modeli’ne sunulan katkı ve alternatif bir yaklaşımla uluslararası rekabet gücünün belirleyicilerini tespit etmek adına üç ayrı model kurulmuştur. Türkiye ve Avrupa Birliği üyesi 11 ülke üzerine yapılan çalışmada 1995-2019 yıllık verileri ele alınarak Harmonize Sistem kapsamındaki 21 bölümden oluşan mal grupları için rekabet gücü endeksi hesaplanmıştır. Değişkenler arasındaki ilişkinin tespiti için yöntem olarak Görünürde İlişkisiz Regresyon (SUR) tahmincisi kullanılmıştır. Ampirik bulgular faktör koşulları, talep koşulları, ilişkili ve destekleyici endüstriler, firma stratejisi-yapısı ve rekabeti, hükümet düzenlemeleri ve verimlilik koşulları belirleyicilerine ait temsil değişkenlerin uluslararası rekabet gücü üzerinde istatistiki olarak anlamlı pozitif ve negatif etkilerde bulunduğu sonucunu vermiştir. Temsil değişkenlerin etkisi her mal grubu ve her ülkede farklılık göstermektedir.
ABSTRACT
International trade has been continuously transforming from mercantilism to the present day. With the effects of globalization, national economies have started to follow liberal policies. In this process, which evolved from closed to open economies, protectionist policies in foreign trade have been replaced by free trade. States have used instruments such as customs duties and export quotas to achieve targets set within the framework of foreign trade policies. World countries have given importance to export-oriented industrialization strategies in line with their growth targets and have started to develop them. Export-oriented growth targets have led to an increase in national economies’ competitiveness. The increase in the competitiveness of nations varies depending on several factors. It is also important to determine the factors that affect competitiveness. From this perspective, the determinants of competitiveness were investigated in this study based on the Porter Approach (1960), a modern theory explaining international competitiveness. Dunning (1992) established three different models to determine the determinants of international competitiveness using an alternative approach and contribution to Porter's Diamond Model. The In a study on Turkey and 11 European Union member countries, competitiveness indices were calculated for the goods groups consisting of 21 divisions within the scope of the Harmonised System by taking the 1995-2019 annual data. Seemingly Unrelated Regression (SUR) estimator was used to determine the relationship between variables. The empirical findings show that proxy variables for the determinants of factor conditions, demand conditions, related and supporting industries, firm strategy structure and competition, government regulations, and productivity conditions have statistically significant positive and negative effects on international competitiveness. The impact of the proxy variables differs for each commodity group and country. |
