Biga Sancağı Hapishaneleri (1911-1918)

Abstract

ÖZ Bu çalışmada hapis, suç ve ceza kavramlarına ve hapishane kurumlarının ortaya çıkışıyla birlikte ilk örneklerinin görüldüğü yerlere değinilmiş ve İslam Hukuku’nun (şer-î şerif) suç ve ceza sisteminin Osmanlı Devleti’ndeki tezahüründen, bedenî cezalar ve mahbeslerden hapishanelere geçilmesine kadar aktarılarak tezin asıl konusu olan Biga Sancağı kazalarında bulunan hapishanelere detaylıca değinilmektedir. Biga sancağında bulunan Kale-i Sultaniye kazası, Ezine Kazası, Ayvacık Kazası, Bayramiç Kazası, Lapseki Kazası ve Biga Kazası olmak üzere toplam altı kazada bulunan hapishaneler birinci elden kaynaklarla tek tek incelenmiştir. Söz konusu hapishanelerle ilgili arşiv kayıtlarına dayanarak hapishanelerdeki fiziki durum, ihtiyaca mebni tamir ve tadilatlar, hapishanenin kapasite sorunları, yeni hapishanelerin inşa edilme gerekliliği ve keşif tabloları, hijyen ve maddi imkan yetersizlikleri, temel gıda ve tıbbi ihtiyaçları tespit edilmiştir. Ayrıca hapishane görevlileri ve yetersizlikleri, kazalardaki asayişten sorumlu polis mürettebatları, hapishane mahkûm ve mevkuflarının kayıtları, mahkûmların aylık yoklama cetvelleri, mahkûmların işledikleri suçlar ve hapis müddetleri, hapishanenin sağlık koşulları, mahkûm nakilleri ve mahkûmların firar olaylarına detaylıca değinilmiştir.

ABSTRACT In this study, the concepts of prison, crime and punishment and the emergence of prison institutions and the places where the first examples were seen are touched upon. The crime and punishment system of Islamic Law (Şer-î Şerif) is explained from its manifestation in the Ottoman Empire to the transition from corporal punishments and confinements to prisons, and the prisons in the districts of Biga Sanjak, which are the main subject of the thesis, are touched upon in detail. The prisons in these six districts, namely Kale-i Sultaniye District, Ezine District, Ayvacık District, Bayramiç District, Lapseki District and Biga District, located in the Biga Sanjak, were examined one by one with first-hand sources. By accessing the oldest records in the prisons, the physical condition of the prisons, necessary repairs and renovations, prison capacity problems, the necessity of building new prisons and survey tables, lack of hygiene and financial resources, basic food and medical needs, prison officers and their inadequacies, police crews responsible for public order in accidents. Records of prison inmates and detainees, monthly attendance sheets of inmates, crimes committed by inmates and their imprisonment periods, health conditions of the prison, inmate transfers and escape incidents of inmates are mentioned in detail.
