6360 Sayılı Kanun ile Köyden Mahalleye Dönüşen Yerleşmelerdeki Hizmet Değişimi: Çarşamba Örneği

Abstract

ÖZ Bu çalışmada 6360 Sayılı Kanun ile büyükşehirlerde yapılan değişimlerin Çarşamba ilçesindeki mahalleye dönüşen yerleşmelerdeki etkileri ele alınmaktadır. Büyükşehir belediyelerinin il sınırlarının il mülki sınırı olmasıyla büyükşehirlerde köyler büyükşehir belediyelerine bağlı olmuşlardır. Çarşamba ilçesinde de 121 köyün köy tüzel kişiliği kaldırılmıştır ve Samsun Büyükşehir Belediyesinden hizmet almaya başlamıştır. Çalışmanın amacı, 6360 Sayılı Kanun ile yapılan hizmet değişimlerinden sonra mahalleye dönüşen yerleşmelerdeki halkın hizmetlerden memnuniyetini, eksikliğini ve nasıl etkilendiğini inceleyerek ortaya koymaktır. Bu kapsamda ilk bölümde yerel yönetimler, yerinden yönetim türleri ve ülkemizdeki yerel yönetimin teşkilatlanma yapısından bahsedilmiştir. İkinci bölümde büyükşehir belediyesinin yapısı, büyükşehir belediyesi kanunlarının gelişimi, 6360 Sayılı Kanun’un değerlendirmesi ve Kanun ile gelen değişimler ele alınmıştır. Üçüncü bölümde ise, Çarşamba ilçesi hakkında genel bilgiler verilerek, uygulanan anket çalışmasının bulguları incelenmiştir. Ankette verilen her yargının tek tek tablosu verilerek analizi yorumlanmıştır. Ardından anket çalışmasının sonuçları hakkında genel değerlendirmeler yapılarak hipotezler tartışılmıştır ve sonuç bölümüne geçilmiştir.

ABSTRACT In this study, the effects of the changes made in metropolitan cities with the Law No. 6360 on the settlements that turned into neighborhoods in Çarşamba district are discussed. With the provincial borders of the metropolitan municipalities being the provincial administrative borders, the villages in the metropolitan cities became subordinate to the metropolitan municipalities. Village legal entities of 121 villages in Çarşamba district were abolished and started to receive services from Samsun Metropolitan Municipality. The aim of the study is to reveal the satisfaction of the people in the settlements that turned into neighborhoods after the service changes made with the Law No. 6360, their lack of services and how they were affected. In this context, in the first part, local governments, types of local government and the organizational structure of local government in our country are mentioned. In the second part, the structure of the metropolitan municipality, the development of the metropolitan municipality laws, the evaluation of the Law No. 6360 and the changes brought by the Law are discussed. In the third part, general information about Çarşamba district was given and the findings of the survey study were examined. The analysis of each judgment given in the questionnaire was interpreted by giving a table one by one. Then, general evaluations were made about the results of the survey, and hypotheses were discussed and the conclusion part was passed.
