Bağımsız Denetimin Kalite Göstergesi Olarak Şeffaflık Raporlaması: Bağımsız Denetim Kuruluşları Üzerine Bir Araştırma

Abstract

ÖZ Bu araştırmada KGK tarafından yetkilendirilen KAYİK dâhil 83 denetim kurumunun 2020-2021 şeffaflık raporları ele alınmıştır. Bağımsız Denetim Yönetmeliği ve KKS1 gereğince şeffaflık raporlarında belirtilmesi gereken hususların 2020-2021 yılı verileri karşılaştırılmıştır. İnceleme sonucunda elde edilen bilgiler hususunda büyük farklılıklar bulunmadığı, denetim kurumlarının raporlarında bağımsız denetim yönetmeliği ve KKS1 gereğince belirtilmesi gereken birçok unsura şeffaflık raporlarında yer verildiği ve raporlarda belirtilmesi gereken hususlardan bazılarında hâlâ eksiklerin bulunduğu, bazı kurumların raporlarında KKS1 ve bağımsız denetim yönetmeliği gereğince belirtilmesi gereken unsurların yüzeysel olarak belirtildiği tespit edilmiştir.

ABSTRACT İn this study, the 2020-2021 transparency reports of 83 audit institutions, including KAYİK, authorized by POA, were examined. The 2020-2021 data of the matters required to be stated in the transparency reports in accordance with the independent audit regulation and KKS1 were compared. As a result of the examination, it was determined that there were no major differences in the information obtained as a result of the examination, audit institutions included many of the elements that should be stated in their transparency reports in accordance with the independent audit regulation and KKS1 in their reports, and some of the issues that should be stated in the reports are still missing, and some institutions superficially stated the elements that should be stated in their reports in accordance with KKS1 and independent audit regulation.
