Kamuda Yapı-Denetim Faaliyetleri ve Karşılaşılan Sorunlar

Abstract

ÖZ Kamu yapı-denetimi, kamuya ait yapıların yeniden yapılması ya da bakım onarım geçirmesi gibi işlemlerin yapımı aşamalarında kontrol edilmesi temeline dayanır. Bu faaliyetler kamu bünyesinde çalışan teknik personeller tarafından gerçekleştirilmektedir. Bu aşamada çeşitli sorunlarla karşılaşılmaktadır. Bu sorunların azaltılması için çalışmada, Kamu da Yapı-Denetim faaliyetlerinde bulunan Karabük İl Özel İdaresi personelleri boyutunda değerlendirip genele ışık tutabilecek çözümler üretmek amaçlanmıştır. Yapı-Denetim ile ilgili bir takım tanımlar ve tarihçelere yer verilen çalışma da, bazı ülkelerin aynı faaliyetler ile ilgili çalıştırdıkları sistemler üzerinden yorumlamalara yer verilmiştir. Araştırmanın uygulamada aşamasında ise, Karabük İl Özel İdaresi teknik personellerinin görüşleri doğrultusunda; aynı görevi yürüten Türkiye'deki tüm devlet kurumlarındaki teknik personellerin de sorunlarına, yaklaşık çözümler sunabileceği öngörülmüştür. Teknik personeller ile yapılan objektif ve şeffaf anket çalışmasından alınan bilgiler, bu sektörde çalışan tüm teknik insanların problemlerinin özeti niteliği taşıdığından, dile getirilemeyen ya da üzerinde araştırma yapılmayan tüm sorunların giderilebilmesinin önünü açabilecek bir rehberdir. Bu tür ileri araştırmalar ile teknik personellerin sorunlarının daha da anlaşılır ve çözüm odaklı ilerleyebileceği düşüncesinin güçlenmesine katkı sağlayabilir. Gelecekte, farklı model ve yöntemler kullanılarak konuya ilişkin daha kapsamlı çalışmaların yapılması önerilir ya da bu çalışmaların derlenip çözüm makamlarına ulaştırılması sağlanabilir. Problemlerin tespitleri ve çözüm önerileri kadar, bu sonuçların, sistemi değiştirebilecek makamlara ulaştırılması da önemlidir. ABSTRACT Public building-supervision is based on the control of the construction of public buildings such as reconstruction or maintenance. These activities are carried out by technical personnel working within the public body. Various problems are encountered at this stage. In order to mitigate these problems, the aim of the study was to evaluate the personnel of Karabük Special Provincial Administration, which is engaged in Building-Inspection activities in the public sector, and to produce solutions to shed light on the general public. In this study, some definitions and histories related to Building-Inspection have been interpreted through the systems that some countries operate on the same activities. In the implementation phase of the research, in line with the opinions of Karabuk Special Provincial Administration technical staff; carrying out the same task as the problems of technical staff in all state institutions in Turkey, it is intended to offer some solutions. The information obtained from the objective and transparent surveys conducted with the technical staff is a summary of the problems of all technical people working in this sector and is a guide that can pave the way for the elimination of all problems that cannot be expressed or researched. With such advanced research, it can contribute to the strengthening of the idea that technical personnel's problems can be understood and solution-oriented. In the future, it is recommended to carry out more extensive studies on the subject by using different models and methods, or it may be ensured that these studies are compiled and delivered to solution authorities. It is important to identify these problems and propose solutions, as well as delivering these results to the authorities who can change the system.
