Mikro Milliyetçi Plan Olarak Kürt Koridoru Projesi ve Türkiye’nin Bu Projeye Yönelik Tehdit Algıları ve Politikaları

Abstract

ÖZ Bölgenin en önemli etnik unsurlarından biri olan Kürtler, Orta Doğu’da farklı devletlerde yaşamlarını sürdürmektedirler. Kürtler, bu devletlerden özerklik ve birtakım kültürel haklar elde etmek için uzun yıllar mücadele etmişlerdir. Bu ülkelerin başında gelen Türkiye, cumhuriyetin kuruluş aşamasından beri Kürt sorunu ile ilgilenmek durumunda kalmıştır. Kürtler, coğrafyadaki dağılımları ve bölge devletlerinde başlattıkları mücadeleler ile küresel güçlerin ilgisini çekmişlerdir. Özellikle ABD, Kürtlerle yakından ilgilenmiştir. Küresel üstünlüğünü ve ulusal çıkarlarını korumak isteyen ABD, Kürtleri müttefik olarak seçmiştir. ABD, Basra Körfezi’nden Akdeniz’e uzanacak bir Kürt koridoru projesini planlamıştır. Ancak bu proje bölge devletlerinin huzurunu bozmuş ve çatışma ortamı yaratmıştır. Türkiye, Kürt koridoru projesi çerçevesinde yer alan Irak ve Suriye’de başlayan çatışmalardan ciddi şekilde etkilenmiştir. Güvenlik tehlikesi ile karşı karşıya kalan Türkiye, Irak’ta özerk bir Kürt yapısının kurulmasını engelleyememiştir. Türkiye, Suriye’de gelişen Kürt hâkimiyet alanına karşı askeri tedbirler alarak, Kürt koridoru projesinin önüne geçmek istemiştir. ABSTRACT The Kurds, one of the most important ethnic elements of the region, live in different states in the Middle East. The Kurds have struggled through long ages to obtain autonomy and some cultural rights from these states. Turkey, as one of these countries, has dealt with the Kurdish problem since the period of its establishment. The Kurds have attracted the attention of global powers with their distribution in the geography and the struggles that they have begun in the regional states. United States, in particular, has been interested in the Kurds. United States, which wants to protect its global superiority and national interests, has chosen the Kurds as allies. United States has planned a Kurdish corridor project from the Persian Gulf to the Mediterranean. However, this project has disturbed the peace of the regional states and caused an environment of clashes. Turkey has been affected severely by conflicts which began in Iraq and Syria as part of the Kurdish corridor project. Turkey, which faced a safety problem, could not prevent establishment of autonomous Kurdish structure in Iraq. Turkey wants to hinder Kurdish corridor project by taking military measures against domination of Kurdish groups in Syria.
