Afganistan Siyasi Coğrafyası Ekseninde Tarih ve Toplum

Abstract

ÖZ

Uzun süredir devam eden savaşlar, terör ve sosyo-ekonomik sorunlar sebebi ile Afganistan en yoksul ülkeler arasında yer almaktadır. Siyasi coğrafya ekseninde Afganistan'da tarihi olayların ve toplumsal yapının mevcut durumunu neden - sonuç ilişkisi kapsamında incelemeyi amaçlayan bu çalışmada, ilk olarak Afganistan coğrafyasının temel özellikleri hakkında genel bilgilere yer verilerek coğrafi özelliklerin ülke tarihi ve toplum yapısı üzerindeki etkilerine değinilmiştir. Ardından Afganistan tarihi, özellikle son yıllardaki siyasi, sosyo-ekonomik ve kültürel durumu ile bağlantı kurularak ele alınmıştır. Daha sonra Afganistan coğrafyasında bölgesel ve küresel güç merkezleri tarafından ortaya konulan oyunlar her bir güç merkezi açısından ele alınarak değerlendirilmiş ve son olarak Afganistan coğrafyasında yaşanan siyasi, ekonomik, sosyo-kültürel sorunların azaltılmasına yönelik çözüm önerilerine yer verilerek çalışma tamamlanmıştır. Afganistan'da siyasi coğrafya ekseninde tarihi ve toplumsal özelliklerin ortaya konması amacı ile Türkçe, İngilizce ve Farsça dillerinde kaleme alınmış bilimsel kitaplar, makaleler, raporlar, Merkezi İstatistik Kurumu verileri ile ulusal ve uluslararası kuruluşlar tarafından yapılan çalışmalar kullanılmıştır. Çalışma sonucunda elde edilen bulgulara göre Afganistan siyasi coğrafyasında tarihi ve toplumsal yaşanmışlıklara yön veren temel nedenler olarak İngiliz sömürgeciliği, Sovyet işgali, iç savaşlar, Taliban terör örgütü, ABD askerî müdahalesi, sosyo-ekonomik ve kültürel sorunlar (hızlı nüfus artışı, eğitimsizlik, işsizlik, gelir eşitsizliği, düşük yaşam standartları, temel hizmetlere erişememe, yolsuzluk, toplumsal cinsiyet eşitsizliği, altyapı yetersizliği gibi) saptanmıştır. Söz konusu nedenler göz önüne alındığında Afganistan tarihinde İngiltere, Rusya, ABD gibi dış aktörler hemen her dönem etkili olmuş ancak bu konuda Afganistan’daki toplumsal sorunlar da adeta bunlara imkân sağlamıştır.

ABSTRACT

Afghanistan is among the poorest countries due to decades of wars, terrorism and socio-economic problems. In this study, which aims to examine the current situation of historical events and social structure in Afghanistan in the context of cause - effect relationship in the axis of political geography, firstly general information about the basic characteristics of Afghanistan geography is given and the effects of geographical features on the country's history and social structure are mentioned. Then, the history of Afghanistan has been dealt with in connection with the political, socio-economic and cultural situation in recent years. Then, the games put forward by the regional and global power centers in Afghanistan geography were evaluated in terms of each power center and finally, the study was completed by providing solutions for reducing the political, economic and socio-cultural problems experienced in Afghanistan geography. In order to reveal historical and social characteristics in the axis of political geography in Afghanistan, scientific books, articles, reports, data from Central Statistical Institute and studies carried out by national and international organizations were used in Turkish, English and Persian languages. According to the findings obtained in the study, in historical and social experiences of Afghanistan’s political geography, British colonialism, Soviet occupation, civil wars, Taliban terrorist organization, US military intervention, socio-economic and cultural problems (rapid population growth, lack of education, unemployment, income inequality, low income, low life standards, inability to access basic services, corruption, gender inequality, lack of infrastructure) were among the main reasons. Given these reasons, external actors such as Britain, Russia, and the USA in Afghanistan have been influential almost every period, but the social problems in Afghanistan have enabled them.
