E-Devlet Uygulamalarının Devlet Üniversiteleri Üzerine Etkileri; Kastamonu Üniversitesi Üzerine Bir Analiz

Abstract

ÖZ Dünya hızla gelişirken, bilginin de önemi artmaktadır. Teknolojinin gelişmesi ile bilginin doğuşu, gelişimi ve dağılması çok hızlı bir şekilde gerçekleşmektedir. Bilgisayarların hayatımıza girmesiyle birlikte hayatımızda yeni bir dönem başlamıştır. Gelişen teknoloji sonucunda cep telefonlarının da sadece bir iletişim aleti olmaktan çıkarak her an elimizin altındaki küçük bilgisayarlara dönüşmesi ile insanlar bilgiye her an ve her yerden ulaşma imkanını bulmuşlardır. Bu gelişmeler sonucunda özel sektörde başlayan elektronik dönüşüm, Yeni Kamu Yönetimi anlayışının da etkisiyle birlikte devlette de karşılığını bulmuştur. 1970’lerden itibaren özellikle gelişmiş ülkelerde başlayan elektronik dönüşüm ile birlikte hız, şeffaflık ve verimliliğin daha da önemli olduğu devlet yapısında işlemlerin elektronik olarak vatandaşlara sunulması bir dönüm noktasıdır. İstediğiniz zaman ve istediğiniz yerden elektronik uygulamalar yardımıyla işlem yapılabilmesi ile kamu dairelerindeki katı bürokratik yapı da değişime uğramıştır. Vatandaş odaklı hizmet anlayışı ile eskiden kamu dairelerinde karşılaşılan “bugün git yarın gel anlayışı” da yok olmuştur. Devletin her kademesinde işlemler elektronik uygulamalar ile kesintisiz ve hızlı bir şekilde yapılırken, üniversitelerde durum nedir sorusu sorularak cevap bulunmaya çalışılmıştır. Mülakat yöntemi ve web sitesi incelemeleri üzerinden, üniversitelerdeki elektronik devlet uygulamaları üzerine bir genelleme yapılmaya çalışılmış ve karşılaşılan sorunları çözmek için ortak uygulamalar kullanılmasının daha rasyonel olduğu öngörülmüştür.

ABSTRACT As the world develops rapidly, the importance of knowledge is increasing. With the development of technology, the birth, development and distribution of information takes place very quickly. With the introduction of computers into our lives, a new era has begun in our lives. As a result of the developing technology, mobile phones have become just a communication device and become small computers at our disposal at any time, and people have found the opportunity to access information at any time and from anywhere. As a result of these developments, the electronic transformation that started in the private sector, along with the impact of the new public administration approach, has also found its value in the state With the electronic transformation that began especially in developed countries since the 1970s, it is a turning point in the state structure where speed, transparency and efficiency are all the more important. The rigid bureaucratic structure of the public offices has also changed with the help of electronic applications at any time and from any place. With its citizen-oriented service approach, the “go today and come tomorrow” approach that used to be encountered in public offices has also disappeared. While transactions were carried out in every level of the state in an uninterrupted and fast manner with electronic applications, the question of what is the situation in universities was tried to be answered by asking Through interview method and website reviews, a generalization was attempted on electronic government applications in universities and it was predicted that it was more rational to use common applications to solve the problems encountered.
