Kadim Türk Devlet Geleneğinde Devlet Adamı Vasıfları: Kutadgu Bilig Tahlili

Abstract

ÖZ Bu çalışma, kadim Türk devlet geleneğinde devlet adamları için belirlenen vasıfları incelemeyi amaç edinmiştir. Bu doğrultuda öncelikle literatür taraması yapılmıştır. Çalışmanın başlangıcında, devletin ortaya çıkışı, batıda devlet düşüncesinin tekâmülü ile siyaset ve bürokrasi perspektifinde devlet adamı; eski Türklerde devlet tasavvuru ve belli başlı makam sahipleri ele alınmıştır. Tezin esas konusunu oluşturan, kadim Türk devlet geleneğinde devlet adamı vasıflarının incelenmesi, Yusuf Has Hâcib tarafından 11. yüzyılda kaleme alınan Kutadgu Bilig adlı eserin tahlil edilmesi suretiyle yapılmıştır. Bu bağlamda, öncelikle eserde protokol sırasına göre devlet adamlarında hangi vasfın hangi beyitlerde geçtiği tespit edilmiş, beyit numaraları belirlenmiş, sayısal verilerden oluşan bir tablo ile vasıfların sıralaması yapılmış ve vasıflar sınıflandırılmıştır. Hükümdar başta olmak üzere, diğer devlet adamaları için gerekli olan vasıflar, genel olarak araştırmacıların uyguladığı beyitlerin yazılarak aktarılması metodu yerine, yapılan analiz neticesinde ortaya çıkan sonuç, eserin içeriği ve Türk devlet düşüncesi çerçevesinde yorumlanması usulü tercih edilerek verilmiştir. Kutadgu Bilig’in incelenmesi sonucu elde edilen bulgular değerlendirildiğinde, eserin kurgusunun ve verilmek istenen bilginin kendi içinde tutarlılığı ve de sistematiğinin olduğu görülmüştür. Örneğin akıllı ve bilgili olma vasfı saray ve merkezi idarede karar verici konumunda olan hükümdar ile vezirde daha fazla aranırken, uygulayıcı konumda olan kâtip, komutan, aşçıbaşı gibi görevlilerde daha az aranmaktadır. Bu anlamda eserde verilmek istenen mesajlar günümüz devlet adamlarına da yol gösterici olacaktır.

ABSTRACT This study aims to examine the qualifications required for the statesmen in ancient Turkish State tradition. In this context, a literature review was conducted firstly. In the literature review, the emergence of the state, evolution of state and the statesman in the West in the perspective of politics and bureaucracy, the concept of state and definite officers for the Ancient Turks were discussed. Review of the statesman qualifications in the ancient Turkish tradition, which is the main subject of our study, was made through analysing the study Kutadgu Bilig that was written by Yusuf Has Hâcib in the 11th century. In this context; firstly, the characteristics for the statesman and the couplets including them were determined according to the protocol sequence in Kutadgu Bilig, the number of couplets were stated, the qualifications were put in order using a table consisting of numerical data was made, and the qualifications were classified. The characteristics required for the statesman -sovereign in the first place- were given by interpreting the results derived through the analysis in the context of the content of the study and Turkish state thought instead of giving the couplets by writing each such as most of the researchers apply. When the findings of reviewing Kutadgu Bilig were examined, it was seen that the fiction of the work and the information to be given is consistent and systematic in itself. For example, the characteristics of being wise and intellectual are more sought for the vizier and the sovereign, who are decision-makers in the palace and central administration, while those characteristics are less sought for the officials such as clerk, commander, cook, etc. In this sense, the messages intended to be given in the study will be guiding for the statesmen of today, as well.
