Abstract

ÖZ

Kısa sayılabilecek bir zaman diliminde olup bitmesine rağmen II. Meşrutiyet zamanın ruhunu yansıtan ve ondan sonra birçok gelişmeyi derinden etkileyen önemli bir milattır. II. Meşrutiyet’in ilan edilmesinde etkili olan İttihat ve Terakki cemiyetinin en önemli ismi İbrahim Temo’nun “Manastır Dragor kıyısına heykeli dikilecek kahraman Türk” olarak nitelendirdiği ve yine cemiyet tarafından vatana hizmet ödülüne layık görülen isim Mülazım (Teğmen) Atıf Kamçıl’ın doğumu, okul hayatı, askerlik hayatı ve 1908 ihtilalindeki rolü ayrıntılı bir şekilde işlenmiş dönemin olayları eşliğinde Şemsi Paşa’nın ölümüne neden olan Atıf Kamçıl’ın meşrutiyet aşkı anlatılmak istenmiştir. Bunun üzerine II.Abdülhamid’e Kanuni Esasiyi tekrar ilan etmesi hakkında ard arda yazılan telgraflar ve Şemsi Paşa gibi önemli komutanın öldürülmesi padişahı zora sokarak II. Meşrutiyet yönetimi tekrar kurmak zorunda kalmıştır.

ABSTRACT

The second constitutional monarchy was the corner stone for the reflection the spirit of time and also influencer of the future improvements, although it was over and done with a short, periıd of time. In this study, Lieutenant Atıf Kamçıl’s birth, school life, militory service and the role of 1908’s revolution have been handled in detail. One of the most important founder of ‘Party of union and Process’ (İttihat ve Terakki Cemiyeti), İbrahim Temo had talked about him as “The Hero Turkish man whose statue must be erected to the edge of Monastery Dragor and deemed him worthy of outstanding service by the union. Additionaly, Atıf Kamçıl’s the reason of Şemsi Paşa’s death, love of constitutional monarch has been expressed with the current events of that time. In response to the death of the most important commander of Ottoman Empire with the telgraphs about declaring the Kanuni Esasi again to the 2nd Abdülhamit and pressures, the second constitutional monarch was established.
