İkinci Dünya Savaşı’nda Trakya ve İstanbul’dan Anadolu’ya Yapılan Göçler

Abstract

ÖZ Birinci Dünya Savaşı’nın bitmesiyle, dünyada kısa süreli de olsa barış havası yaşanmıştır. Ancak çeşitli antlaşmalarla bu barış havasını koruma işi, başarıyla sonuçlanamamıştır. Antlaşmaların ağır olduğunu dile getiren yenik devletler, antlaşmaları delmek için çeşitli yollara başvurup İkinci Dünya Savaşı’nın çıkmasına sebep olmuşlardır. Antlaşmaların taraf devletleri birbiriyle tekrardan savaşa girerken, tarafsız politika takip edenler ve diğer küçük devletler bu durumdan oldukça etkilenmiştir. İkinci Dünya Savaşı sürecinde kararlı bir dış politika takip ederek, savaş dışı kalmayı başaran Türkiye, bu süreçte Almanya’nın Balkanlar’a girip sınır komşusu olmasıyla bir dizi tedbir almak mecburiyetinde kalmıştır. Bu tedbirlerin başında, Trakya bölgesinde güçlü bir savunma hattı oluşturmak yer alırken, diğer önemli tedbir ise Trakya ve İstanbul’daki insanları Anadolu’nun çeşitli bölgelerine taşımak olmuştur. Yapılan göçte insanların göç edilmesinin planlanması, göçü gerçekleştirmek için verilen mücadele, göç ederken yaşanan bazı sorunlar, hükümetin almış olduğu tedbirler ve yasal süreç incelenip yazıya dökülmüştür. Bu çalışma, üç bölüm olarak planlanmıştır. Birinci bölümde; İkinci Dünya Savaşı’ndan önce, dünyada yaşanan gelişmeler hakkında bilgi verilmiştir. İkinci bölümde; göç esnasında Türkiye’nin siyasal, ekonomik ve sosyal durumuyla ilgili bilgiler verilmiştir. Üçüncü ve tezin asıl konusunu oluşturan son bölümde ise; göçün sebepleri, göç için alınan tedbirler, göç esnasında yaşanan bazı olumsuzluklar, hükümetin göç kararı, göç edecek kişileri sayısı, göçün gerçekleşeceği yerler vb. konular yer alıp açıklanmaya çalışılmıştır.

ABSTRACT With the end of the World War I, even for a short time, there was a sense of peace around the world. But the several agreements that were signed in order to keep that sense of peace, weren’t successful. The countries defeated, which expressed how heavy those agreements were for them and tried to pass over them using different tactics, became the reasons of World War II. When the nations that were part of those agreements engaged in war again, those countries that were neutral or not powerful, have been strongly affected. Turkey followed a line regarding Foreign Politics and succeeded to stay out of the conflict. When Germany entered the Balkans, Turkey, as a bordering country, had to take some precautions. The first of those precautions, was to create a strong defensive front in the Trakya area. Another important measure, was to evacuate the people living in Trakya and Istanbul to another places located in the Anatoly area. The process of this relocation, the planning, the difficulties that appeared during it, the efforts and precautions taken by the government and the legal aspects have been analized and documented. This task has been planned in three chapters. In the first part, you received information about the situation of the world before the World War II. the main theme is the relocation of the inhabitants due to the World War II. In the second part, The part is about the political, economical ans social situation of Turkey during the times of the relocation. The third part, which is the actual subject of my thesis, intends to explain the causes of the relocation, the precautions taken about it, some of the setbacks that took place during the process, the decision made by the government about the relocation, the number of people who were going to be relocated, how it was made effective, etc.
