Fütürolojik Perspektiften AB-Rusya Enerji Politikaları Ekseninde Rusya’nın Doğu Avrupa Politikaları

Abstract

ÖZ Uluslararası ilişkilerde devletlerin birbirleriyle geliştirecekleri ilişkileri anlayabilmek, yarının politikalarını şekillendirmek için büyük öneme sahiptir. Geleceğin bilimsel veriler yoluyla nesnel çizimlerinin ortaya çıkartılabilmesi için çalışmanın fütüroloji üzerine kurulmasına karar verilmiştir. Kullanılan bu yaklaşım aracılığıyla çalışmanın amacına uygun bilimsel bir kimliğinin olması hedeflenmiştir. Milletlerin birbirleriyle geliştirdikleri politikaları okumak ve güncel durum analizlerini doğru yapmak ülkelerin potansiyellerini belirlemede büyük öneme sahiptir. Ulusların tarihsel süreçleri ve güncel durumları doğru analiz edilir ve bu analiz verileri yönelimlerle doğru biçimde birleştirilebilirse ülkelerin üretecekleri politikaların tahmin edilmesinin mümkün olduğu çalışmanın ileri sürdüğü etkili iddialardan bir tanesidir. Bu iddia çerçevesinde yapılan analizlerin sonucunda ihtiyaçları belirlemek bu ihtiyaçlara yönelik geliştirilecek olası stratejilerin belirlenebilmesi için oldukça önemlidir. Stratejileri geliştiren devletin analizleri yapılarak bunları gerçekleştirme olasılığı hesaplanmalı ve ülkelerin optimal vizyonlarının neler olacağı belirlenmelidir. Bu çalışmada da optimal vizyonunun belirlenmesi beklenen ülke Rusya olarak belirlenmiştir. Rusya’nın AB ile geliştirdiği doğalgaz ve petrol politikaları çerçevesinde Doğu Avrupa politikalarının nasıl şekilleneceği belirlenmeye çalışılmıştır. Rusya’nın mevcut enerji rotalarının geleceği, yeni rotalarının nasıl şekilleneceği, enerji müşterilerinin gelecekte hangi devletler olacağı gibi olası Rus stratejileri konusunda farklı optimal vizyonlar geliştirilmiştir.

ABSTRACT In international relations, being able to understand the politics improving between the states has big importance to formalise the politics of tomorrow. It is decided to set the study on futurology to be able to have objective portraits of the future by using scientific data. Via this approach used, it is targeted to have a scientific identity of the study convenient for the purpose of it. Investigating the politics spreading between the nations and analysing the actual situation have great importance for detecting potentials of the countries. The notion “If the nations’ political processes and actual situations can be analysed truly and the data of these analyses can be combined with the trends correctly, it is possible to predict the politics to be built by the nations” is one of the most influential assertion put forward in the study. Defining the needs which are the results of the analysis formed around this assertion are quite important to be able to detect the strategies formed against these needs. The possibility of actualisation must be calculated by analysing the state of which strategies are formed and the possible optimal visions of the countries must be defined. In this study, it is Russia whose optimal vision is expected to be defined. It is tried to understand how the Russian Eastern Europe politics are going to be formed in the frame of the natural gas and oil politics between Russia and EU. Different optimal visions about Russian energy strategies are composed, for instance the Future of Russian current energy routes, how the new routes are going to be formed and which states are going to be the energy costumers of Russia in the future.
