18. Yüzyılda Merkez- Taşra İlişkileri Çerçevesinde Kayseri Ayanları

Abstract

ÖZ Tarihsel araştırmalarda ihmal edildiği düşünülen 18. yüzyıl, yapılan yeni çalışmalar ile klasik söylemlerinden sıyrılarak farklı bir tarihsel yorumlamaya doğru evrilmiştir. Bu düşünceden yola çıkarak, ayanlık hususunda açıklamaya muhtaç olunan konuları Kayseri sancağı örneklemi üzerinden yeniden ele alıp yorumlamak tezin temel gayesidir. Tez çalışmasında ne bir ayan ailesi monografisini ortaya çıkarmak ne de detaylı bir şehir tarihini ortaya koymak amaçlanmıştır. Ayanlığın merkez- taşra ilişkileri çerçevesinde ele alındığı bu araştırma giriş ve dört bölümden oluşmaktadır. Giriş bölümünde, imparatorluk sınırlarında etkili olan ayanların ortaya çıkış serüveni genel bir çerçevede ele alınmıştır. Birinci bölümde, alana dair yapılmış çalışmalara değinildikten sonra, ayanlık kavramı ve ilgili tartışmalara odaklanılmıştır. Ayrıca, Kayseri sancağının tarihsel arka planı, nüfus yapısı, coğrafi konumu ve idari yapısı hakkındaki bilgilere bu bölümde yer verilmiştir. İkinci bölümde, Kayseri sancağı ayanları hakkında detaylı bilgi verildikten sonra Kayseri sancağında ayanlığın gelişimini etkileyen siyasi, içtimai, askeri ve idari temeller ele alınmıştır. Üçüncü bölümde, ayanların merkez ve toplum ile ilişkileri incelendikten sonra merkezi hükümetin sorunlu ayanlara yönelik tutumları ele alınmıştır. Son bölümde ise, ayanların ekonomik kaynakları, mal varlıkları ve vakıf ile olan ilişkilerine değinilmiştir.

ABSTRACT It is the general purpose of the thesis to reconsider and analyze the subjects that need to be explained in the light of Kayseri, based on the idea that the 18th century, which is thought to have been neglected in historical research, evolved from its classical discourses and evolved towards a different historical analysis. In the thesis study, it was not aimed to reveal the monograph of a local notable (landed proprietor in Ottoman Empire) family, nor to reveal a detailed city history. This study, in which the concept of local notables is dealt with in the context of the central-rural relations, consists of introduction and four chapters. In the introduction part, the adventure of the emergence of the local notables who are influential in the imperial borders is discussed in a general framework. In the first part, after mentioning the studies on the field, the concept of the local notables and related discussions are focused on. After mentioning the historical background, population structure, geographical location and administrative structure of the Kayseri sanjak, the second section was started. In this section, after giving detailed information about Kayseri sanjak local notables, the political, social, military and administrative foundations that affect the development of the local notables in Kayseri sanjak are discussed. In the third section, after examining the relationship of the local notables with the center and the society, the attitudes of the central government towards the problematic local notables are discussed. In the last part, the economic resources, assets and relations of the local notables with the foundation are mentioned.
