KOBİ’lere Yönelik E-Devlet Uygulamaları: KOSGEB Örneği

Abstract

ÖZ e-Devlet kavramı; genel hatlarıyla “bilgi ve iletişim teknolojilerinin kullanımı” ve “bilişim teknolojileri ve internet yoluyla daha iyi bir yönetim gerçekleştirmek“ olarak tanımlanmaktadır.

Kamu idarelerince kamu hizmetlerini elektronik ortamda uygulama fikrinin akademik çalışmalara girmesiyle birlikte birçok akademik kurum ve kuruluş e-Devlet kavramının çerçevesi ile ilgili görüşler ortaya koymuşlardır. Akademik kurum ve kuruluşlar kavramsal çerçeveyi çizerken bilişim teknolojileri, kamu hizmetleri, etkinlik, verimlilik, hesap verilebilirlik, güvenlik gibi kavramları ön plana çıkarmışlardır.

Bu çalışmanın ile işletmelere yönelik sunulan KOSGEB e-Devlet uygulamalarının analinizi yapmak ve ileriye dönük öngörülerde bulunmaktır. Bu amaçlara uygun olarak çalışmanın ilk bölümünde KOBİ tanımı ve KOBİ’lerin sorunlarına değinilmiştir. İkinci bölümde e- Devlet kavramı ve tarihsel gelişimi üzerinde durulmuştur. Üçüncü bölümde örnek ülkelerin e-Devlet strateji belgelerinde amaç, hedef, vizyon, stratejik hedefler belirtilmiştir. Dördüncü bölümde KOSGEB’in kurumsal yapısı, sunduğu destekler ve e-Devlet hizmetleri anlatılmaya çalışılmıştır. Çalışmanın son bölümünde ülkemiz genelinde faaliyet gösteren 2.000 KOBİ’ye uygulanan anketin analizi yapılmıştır.

Anket çalışması kapsamında işletmelere genel, bilgi iletişim teknolojilerin kullanımı, e-Devlet ve KOBİ’lere yönelik KOSGEB e-Devlet uygulamalarına ilişkin olmak üzere dört grupta yirmi soru sorulmuştur. Bu sorular SPSS 22 programı kullanılarak analiz edilmiştir. KOBİ’lerin e-Devlet ve KOSGEB e-Devlet uygulamalarına ilişkin bakış açıları incelenmiştir. Çalışma sonuç ve öneriler bölümüyle tamamlanmıştır.

ABSTRACT E-Government; in general, is defined as “using information and communication technologies” and “performing a better management through information technologies and internet”.

With the introduction of the idea of implementing public services electronically by the public administrations, many academic institutions and organizations have put forward opinions on the conceptual framework of the electronic state. While academic institutions and organizations drew the conceptual framework, they put forward concepts such as information technologies, public services, efficiency, efficiency, accountability and security.

The purpose of this study is to make an analysis of KOSGEB e-Government applications for businesses and to make forward-looking predictions. In line with these objectives, the definition of SME and the problems of SMEs are mentioned in the first part of the study. In the second part, the concept and historical development of e-Government is emphasized. In the third part, the purpose, target, vision and strategic targets are emphasized in the e-Government strategy documents of the sample countries.

In the fourth section, the institutional structure of KOSGEB, the support it offers and e-Government services are tried to be explained. In the last part of the study, an analysis of the questionnaire applied to 2,000 SMEs operating throughout our country was made.

Within the scope of the survey, twenty two likert questions were asked in four groups: general questions to enterprises, questions regarding the use of information and communication technologies, questions related to e-Government, and questions related to KOSGEB e-Government applications for SMEs. These questions were analyzed using the SPSS 22 program. The perspectives of SMEs regarding e-Government and KOSGEB e-Government applications were examined. The study was completed with the results and recommendations section.
