Sağlık kurumları bilgi sistemleri: Türkiye - Irak Uygulamaları

Abstract

ÖZ Dünyayı karakterize eden dalgalanmalar ışığında, özellikle teknolojik gelişme hızındaki büyüme ve artışla birlikte bilgi ve yönetim sistemleri teknolojisinde bir devrim yaşanmıştır. Bu devrim de sağlık sektörü açısından birçok avantaj ve fayda sağlamıştır. Sağlık sektöründe yönetim bilgi sistemlerinin kullanılması sağlık hizmetlerinin iyileştirilmesi noktasında büyük bir katkı sağlayacaktır. Bilgi sistemleri sayesinde sağlık hizmetleri geçmişe göre gelişecektir. Bu araştırmanın amacı, Türkiye ile Irak’taki sağlık hizmetlerindeki farklılığın temel kaynaklarından biri olan hastane yönetiminde kullanılan bilgi teknolojileri ve bu teknolojilerin yönetim süreçlerinde nasıl kullanıldığını incelemektir. Ancak bu farklılıkların gerçekte olup olmadığı, varsa ne düzeyde olduğu, hangi alanlarda farklılık ve benzerliklerin olduğu araştırmaya muhtaçtır. Bu araştırma sonucunda Irak ve Türkiye’deki sağlık kuruluşlarının kullandığı en iyi uygulamalar hakkında bilgi alınarak sağlık sektöründe kıyaslama yapılabilecek bir veri oluşacaktır. Araştırmada nitel araştırma yöntemi kullanılmıştır. Yarı yapılandırılmış görüşmede kullanılmak üzere 28 soru hazırlanmış ve bu sorular etik kurul onayından sonra görüşmecilere yöneltilmiştir. Sorular hazırlanırken literatür ve yönetim bilgi sistemleriyle ilgili kavramlar dikkate alınmıştır. Görüşmeye başlamadan önce sorular sağlık kuruluşu çalışanları üzerinde pilot çalışma yapılarak soruların geçerliliği ve güvenirliği artırılmıştır. Görüşme yapılan kişiler hastane üst yönetimi ve bilgi işlem departmanı yöneticileridir. Araştırmanın evreni, Irak’ta Al Anbar ve Türkiye’de Karabük ilindeki özel ve kamu sağlık kuruluşlarıdır. Örneklem olarak bu şehirlerde hizmet veren tam teşekküllü özel ve kamu hastaneleri seçilmiştir. Araştırma, Irak hastanelerinin sağlık hizmetlerini sunmakta geciktiklerini, hastane yönetiminde kullanılan bilgi teknolojileri açısından ise Türk ve Irak hastaneleri arasında büyük farklılıklar olduğunu ortaya koymaktadır. ABSTRACT In the light of the fluctuations that characterize the world, especially with the growth and increase in the rate of technological development, there has been a revolution in information and management systems technology. This revolution has provided many advantages and benefits for the health sector. The use of management information systems in the health sector will make a great contribution to the improvement of health services. Health services will improve compared to the past thanks to information systems. The purpose of this research, information technologies used by hospital management which is one of the fundamental differences in health care resources in Iraq and Turkey is to examine how the process used in the management of these technologies. However, whether these differences actually exist, to what extent they exist, and in which areas there are differences and similarities need to be researched. This research based information on best practices and use Iraq as a result of the health institutions in Turkey will consist of a data comparison can be made in the health sector. Qualitative research method was used in the research. 28 questions were prepared to be used in the semi-structured interview and these questions were directed to the interviewers after the approval of the ethics committee. While preparing the questions, concepts related to the literature and management information systems were taken into consideration. Before starting the interview, the questions were piloted on the healthcare institution staff to increase the validity and reliability of the questions. The people interviewed are hospital senior management and IT department managers. The study population consisted of Al Anbar in Iraq and are the private and public health institutions in the province of Karabük in Turkey. Full-fledged private and public hospitals serving in these cities were selected as the sample. The research reveals that Iraqi hospitals are delayed in providing health services, and there are great differences between Turkish and Iraqi hospitals in terms of information technologies used in hospital management.
