Özet
Digitalization is the word of our age. This study aims to assess the digital developments of the nine OECD countries under uncertain criteria weights. In this context, a new multi-criteria decision-making (MCDM) method has been proposed by generalizing the simple additive weighting method (SAW) for uncertain criteria weights. The proposed method is called the simple additive weighting method with uncertain criteria weights (U-SAW). The study is based on the criteria determined by the OECD, and the latest OECD data is used. As a result of the analysis, the criterion with the highest weight is found to be as trust. The country with the highest digital development is Finland. We conclude that the digital developments of the nine OECD countries are similar.
