Culture as a distinctive element in all sectors constitutes all of the values shared and transmitted between individuals. Cultural features are the driving and supporting power of the differentiation process and performance in business. Organizational culture, which directs and coordinates the behavior of individuals within an organization, is discussed and examined in this study as regards performance. Public institutions are the entities which are most often mentioned, since they often have bulky, bureaucratic structures. Reflecting on the steps taken within public reform in recent years, however, it appears that this view has begun to change. In light of this data, the cultural values that exist in public institutions and how those values reflect on employees’ performance has become a valid topic to examine through research. The research focused on the officers working in a public institution affiliated with the Düzce Governorship. The data, collected by the questionnaire method in quantitative research, were analyzed with the SPSS program. According to the results, there was found a positive and significant relationship between organizational culture and employee performance. In addition, it was concluded that involvement, a dimension of organizational culture, has a significant effect on employee performance. © Peter Lang GmbH.
