Phenomenology design was used. Interviews werecarried out with 14 school principals at primary and secondary schools. Theparticipants were selected with a purposeful sampling method. The datawere collected through a semi-structured interview form. All schoolprincipals emphasized the objectives of the school in parallel with the goalsdetermined centrally. School principals gave importance to social andcultural studies to increase the students' motivation, and they organized outof-school activities to motivate teachers. School principals generally controlannual plans and community meetings, provide support for teachers incooperation with teachers, show sensitivity to school problems, rewardsuccessful students, and reward successful teachers with social awards. Inaddition, it was understood that the school principals don’t want to do thepartake in activities that are not relevant to education.
